I read the news that the paper health insurance cards that many people have been using until now will expire on July 31, 2025.

The content of this news might be quite shocking, but for those of us working in HR and labor-related fields, the general outline has been known to some extent since last fiscal year.
As I wrote in a previous article, this is a measure accompanying the full-scale implementation of the Myna Health Insurance Card (the goal being to shift users from paper health insurance cards to Myna Health Insurance Cards), so it was not a sudden decision, and it is news that those of us involved in HR and labor-related work are well aware of.

However, there are some new things we learned from this news, for example,
1. The timing for when the certificate of eligibility is sent out and reaches the subscriber varies by local government.
I had heard rumors for a while that the timing for sending out the certificates of eligibility would vary, but I was able to confirm in the news that "the timing of sending them out varies by local government."
Whether your local government sends them out early or late is something you won't know unless you actually inquire with the government office of the municipality where you reside.

2. The fee (self-pay amount) when visiting a doctor after your current paper health insurance card has expired is not a full (100%) burden.
As a provisional measure until March of next year, the Ministry of Health, Labour and Welfare has also informed medical institutions that if you only bring an expired "paper health insurance card" but your insurance eligibility can be confirmed, they will not require a 100% payment.
This is a very good thing, and if people were forced to pay 100% just because the certificate of eligibility hadn't arrived yet, significant confusion would be expected on the ground, so this measure is very welcome.

Regarding this matter, I am currently informing my clients in my professional capacity and circulating notices to employees at those client companies.
Since this may affect not only the individuals themselves but also their families and relatives, those of us working in HR and labor-related fields need to disseminate this information to as many people as possible.
In particular, there is a possibility that it may not reach those who have recently moved and have not completed the address change procedure for their My Number card. Therefore, if someone's eligibility certificate is arriving too late, they need to check with government offices, and it is best to avoid disposing of the paper insurance card just because it has expired.
