I'm still trying to figure out how the Districts mechanics works. Is it just keep doing missions and like exp is gained then you unlock tier threshold for a new District to unlock?

The "reward tier" part (which need to be at a set level to manage a district) is increasing when you do a mission on the location of the district.
As some have none until second DLC (mostly the left one), you should use the "indirect" way by using residencial districts to carry yourself to your wanted districct.

Having all content won't make it faster* :D. By "until second DLC", I meant that you have to advance through the story to reach some specifics mission of the second DLC ;p (if you wait for it you will mostly enjoy your specific district only for more or less 10% of your game time (ignoring min/max farming)).

Hey is it true there will be TROUBLESHOOTER: Abandoned Children 2 coming out?

You recruit new member just by doing story (text choice have no impact on this). The second opus seem to be in development but I don't have much info on this ;p.
