Although the spectator seats are open on non-match days, the general public can only enter the 2nd and 3rd-floor seats. Even that is actually quite amazing, though, haha.
The only people allowed in the 4th-floor seats on non-match days are staff, inspection teams, ortour participants! What a luxurious experience.
