In recent years, regulations concerning stablecoins and crypto assets have been established in countries around the world, and an era where people can hold assets, send money, and make payments without going through banks is becoming a reality.
In this article, we will introduce the latest international movements from eight regions and consider the future that lies ahead.
1. United States: Enactment of the GENIUS Act ðºðž
In July 2025, the U.S. Senate passed the GENIUS Act. This law allows financial institutions such as banks to officially issue stablecoins backed by highly credible assets like the dollar. Previously, the legal framework was ambiguous, causing anxiety among investors and users, but this law has advanced ensuring transparency and consumer protection.
As a result, the foundation is being laid for stablecoins to be integrated into society as a "daily payment infrastructure" rather than a tool for speculation.

2. United Kingdom: Discussions on Stablecoin Holding Limits ð¬ð§
The Bank of England has proposed a plan to set a limit on the amount of stablecoins individuals can hold. The background to this is the concern that a massive shift of funds from bank deposits to stablecoins could shake the stability of banks.
In other words, it can be said that this move shows the reality that people are starting to choose stablecoins over banks. While it is a threat to financial institutions, from the user's perspective, it is also a change that "expands choices."

3. Bahrain: New Stablecoin Legislation ð§ð
Bahrain in the Middle East has established comprehensive laws regarding crypto assets. Particularly noteworthy is the point that it has positioned crypto assets, including stablecoins and Bitcoin, as a "foundation for official payments and transactions."
This is not just a tightening of regulations, but shows the country's stance of actively embracing crypto assets. Bahrain is a leader among Gulf countries in introducing digital finance and is aiming for a position as an international financial hub.

4. EU (European Union): Start of MiCA Application ðªðº
The EU enacted the "Markets in Crypto-Assets Regulation (MiCA)" in 2023 and fully implemented it from December 2024. This has established common rules across all EU member states, bringing legal stability and reliability to stablecoin and crypto asset transactions.
Until now, regulations varied by country, which was a barrier to entry for companies and investors, but with MiCA, "the entire EU has become a single market". This can be called a groundbreaking initiative globally.

5. Singapore: Movements in the Stablecoin Regulatory Framework ðžð¬
The Monetary Authority of Singapore (MAS) announced the "Stablecoin Regulatory Framework" in 2023. Its feature lies in the high level of transparency that mandates 100% backing assets.
Issuers must be based in Singapore
Maintain reserves equal to the amount of coins issued in cash or short-term government bonds
Exchange for fiat currency within 5 business days upon redemption request
Disclose information through audits and white papers
Leveraging its strength as a financial hub, Singapore has launched regulations that will serve as a model case for the world.

6. UAE (United Arab Emirates): Multi-layered Regulations and Advanced Systems ðŠðª
The UAE regulates crypto assets with a dual structure at the federal level and the emirate level (particularly Dubai and Abu Dhabi). In particular, Dubai's VARA (Virtual Assets Regulatory Authority) has granted licenses to some of the world's largest exchanges, increasing its presence as an "international hub for crypto asset business".
By establishing a system that allows the use of stablecoins without going through banks, it is significantly changing the way finance works in the Middle East region.

7. Brazil: Progress of the Virtual Assets Act and CBDC ð§ð·
Brazil enacted the "Virtual Assets Act" in 2022 and implemented it from 2023. This law aims for a sound market by placing crypto asset service providers under the supervision of the central bank and securities commission and mandating AML/KYC.
Furthermore, in 2025, pilot experiments for a CBDC (Digital Real) also began, and it is aiming to lead South America with the "two pillars" of crypto assets and central bank digital currency. Through this, financial inclusion (expanding access to the unbanked population) is also expected.
