第１話：🍌バナナ税を減税します！（減税を掲げた公約）

  （またバナナ1本しか買えない……）

• We'll protect your lives!
  （あなたたちの生活を守ります！）

• On election day, monkeys queue with hope.
  （選挙の日、サルたちは希望を抱いて列に並ぶ）

• With this vote, the future will change... I hope
  （この一票で未来が変わる……そう願ってる）

• After the election, hope prevails, and he is dutifully elected. However—
  （選挙のあと、希望が勝ち、彼はちゃんと当選した。だが――）

• Thank you! Reformation starts now!
  （ありがとう！改革は今から始まります！）

第２話：📜その公約は実現不可能です（法を護る官僚と官僚に頼る政治家）

• THE TRAP OF BUREAUCRACY, THE FLOW REVERSED
  （官僚制の罠――逆転した主従関係）

• Even as the regime changes, the system does not.
  （政権が変わっても、制度は変わらない）

• Here’s a tax increase bill already prepared by execution.
  （すでに執行部で用意されていた増税法案だ）

• Here’s a tax increase bill already prepared by the previous regime for execution.
  （前政権で準備されていた増税法案がそのまま執行される）

• There’s a tax increase bill already prepared by the previous regime
  （前の政権が用意していた増税法案がある）

• The new ruling party, unable to organize or follow, is overtaken by procedures first.
  （新しい与党は仕組みを理解も整理もできず、手続きに飲み込まれる）

• W-wait! We haven’t even debated this yet…!
  （ちょっ、ちょっと待って！まだ議論すらしてないのに…！）

• This has already been determined by procedure.
  （これはすでに手続き上、決まっております）

• The flame of public anger swells towards the stagnant new ruling party.
  （停滞した新政権に、民衆の怒りが燃え上がる）

• Why a tax instead of reform?
  （改革じゃなくて増税なのかよ！？）

• Were we foolish to trust you!?
  （お前らを信じた俺たちがバカだったのか！？）

• A regime that cannot write its own bills without bureaucrats cannot change the system.
  （官僚なしに自分たちで法案も書けない政権に、制度は変えられない）

• …Then who will correct the system...?
  （……じゃあ、誰がこの制度を正すのか……？）

第３話：🦉フクロウ官僚のつぶやき（官僚が悪者なのか❓）

• Good grief... Mr. Monkey, the new leader of the Monkeys’ ruling party, rushed ahead without knowing the process of reform and ended up damaging not only the government but the party’s credibility.
  （やれやれ…モンキー新党首、改革の手順も知らずに突っ走って、政府だけじゃなく党の信頼まで傷つけたよ）

• I’m used to us bureaucrats appearing as ‘villains.’
  （官僚が悪者にされるのなんて慣れっこさ）

• We’re simply following the law in what we do, though.
  （でも僕たちは、法律に従ってやってるだけなんだけどね）

1. There’s even protests in Japan saying “abolish the Ministry of Finance”… They really should learn the law first, haha
   （日本では「財務省を廃止しろ」なんて抗議まであるけど…まず法律を学んでほしいね、苦笑）

• But, with no “civics” or “law” in mandatory education, it’s no wonder they don’t know... Boo hoo.
  （でもまあ、義務教育に“公民”も“法”もないなら、知らなくても仕方ないか…やれやれ）

フクロウ官僚の税制の話

第４話：🏷️暫定税率は名前だけ、暫定！（恒久的な財源とは❓）

• We can lower taxes.
  （税金を下げることはできるんだ）

• But if we do, we need to find another way to get money.
  （でもそうするなら、ほかの方法でお金を集めないとね）

1. Once taxes go down, it’s hard to bring them back up. So we can’t use money that only lasts a short time.
   （いったん税金を下げると、また上げるのはむずかしい。だからすぐになくなるお金には頼れないんだ）

• Some taxes are called “temporary,” but they stay for a long time. That money is already in country’s plan.
  （「一時的」って呼ばれる税金でも、実はずっと続いてることが多いんだ。そのお金はもう圀の計画に入ってるんだよ）

• If we want tax cuts we must raise another tax or payment.
  （税金を減らしたいなら、ほかの税金か支払いを増やさなきゃいけないんだよ）

• That’s called a permanent funding plan.
  （それが「恒久的な財源」ってやつさ）
