一. 关掉win10的代理软件, 没有效果, 想起来代理软件会自动更改ie的代理设置
二. 关掉ie的代理设置, 如下图所示, 这步操作后, 对于一些人应该就可以解决问题了

看报错是信息是代理的问题，上网查了一通，都不管用（尽管都写这【已解决】😂😂😂😂）emmm，在英文网站上找到了下面的方法，亲测有效。页面中，关掉代理服务器。

分析原因，最大可能性是开了代理，但是所有vpn全部关掉，代理也去掉后发现还是有问题。文件，由于部分原因之前设置了proxy，按照网上的方式试图重新设置。持续报错，由于暂时不需要指定proxy，为啥不直接用默认的呢？创建新的conda环境时，运行命令。然后删掉了这一段，问题解决。附上最终配置了清华源的。
