Problem summary

• The IBMJCEPlus provider fails to verify EdDSA signatures for
  empty messages.
              The current logic incorrectly treats zero-length
  message data as invalid and returns false.
              However, the EdDSA specification (RFC 8032)
  explicitly allows signing and verifying empty messages.
  

Problem conclusion

• A fix is made to IBMJCEPlus provider.
