In order to create a Google Form with multiple pages, we will first need to create a form like you would normally do. Here are the steps for the same:
Step 1: Create a new form
Begin by creating a new form using the plus sign from the Google Forms home page. You can also begin by opening an existing form.

Step 2: Add Title and Description
Add the title and description of your form.

Step 3: Start Adding Questions
You can now start adding the questions that you would like to have on the first page of the form.

You can add as many questions as you desire using the plus icon on the right:

Once you are done with setting up the first page, you can start creating the second page in your Google Form.
Step 4: Add a new section
Click on the add new section option present as an equal to the symbol in the pane next to the question.

You can see that a second section is made in the form. This is your second page:

Note that in order to see these sections as pages, you will have to enter the preview mode.
Step 5: Add title and description
You can add the relevant title and description for each section of the form that you create:

Step 6: Add questions on the second page
You can now start adding questions on this page as needed.

This is essentially how you can create multiple pages in Google Forms. If you want more pages, simply click on the add section option and a new section will be created. Here we have created one more section:

Step 7: Preview the form
Click on the preview option to see how the pages will look in the form.

Once we answer the questions and click on the next option, we will be taken to the next page of the form:

Your multi-page form is now ready. You can save it by adding a title and then start sharing it like you would normally do.
Working with Multiple Pages in a Google Form
Now that you know the basics of creating a Google Form with multiple pages, let us now look at some other things that you can do to make things easier while working with multiple pages in Google Forms.
Collapse Section
Say there is a particular question that you seem to have added in two sections and now you want to find and delete it from one of the sections.
If you are working with a lot of questions, you might find it tedious to go through all the questions and the corresponding options and blanks to find the required question.
Thus, to only see the questions of a section (and hide the corresponding options and answer area from view), you can use the collapse section option:

You will see that a simple click changes the view of the section like this:

Move Sections
If you are not happy with the sequence in which the pages appear, then you can change that by moving the sections as desired.
Step 1: Click the three dots
Click the three dots present to the right of a section.

Step 2: Select the Move section
Select the Move Section option from the list.

Step 3: Drag the section
In the dialog box that opens, click on the six dots present to the left of the section you wish to reposition and simply drag and drop the section to the desired position.

Step 4: Save the changes
Once you are satisfied, click Save.

Delete Section
If there is a section that you would like to delete, then you can do that very easily.
Step 1: Click the three dots
Go to the desired section and click the three dots present to the right of the section.

Step 2: Delete Section
Click on the delete section option and the section will be deleted.

Merge Section
If you want to merge two sections into one, follow these steps:
Note that you can only merge a given section with the section present above it. So, make sure to head over to the right section as you merge them.
Step 1: Click the three dots
Go to the desired section and click the three dots present to the right of the section.

Step 2: Merge with above
Choose the merge with the above option from the list.

Add Progress Bar
By default, the respondents can't see how many pages a form contains. Thus, using a progress bar would not only provide the respondents with this information but would also add an element of interactivity.
Step 1: Go to the settings
Go to the settings option present at the top.

Step 2: Presentation drop-down
Go to the presentation drop-down present under the settings menu.

Step 3: Turn the toggle on
Turn the Show progress bar toggle on.

You can see that now when you preview the form, there is a progress bar present at the bottom of the form:

How to Customize Page Navigation in Google Forms
You can change how the form user navigates between different pages.
You can see that when we previewed the form previously, we were able to go to the next page only when the questions on the first page were answered:

If you want your users to be able to look at all the pages of the form without having to fill in the answers, then you can turn off the required toggle button for each question present in the form.
Note that in order to make this work, you need to do this before you start adding the questions.
Step 1: Go to the settings
Go to the settings option present at the top.

Step 2: Question defaults drop-down
Go to the questions default drop-down present at the very bottom of the page under the defaults section.

Step 3: Turn the toggle off
Turn off the Make questions required by default toggle.

Now, the respondents will be able to go through all the questions without first having to fill in answers. Note that in case you have already added the questions, then you will have to turn off the required by-default toggle for each question:

Further, you can set the navigation between different sections as desired by following these steps:
Step 1: Go to the down arrow
Click on the down arrow present at the end of each section.

How to Add Logic to Multiple Pages in Google Forms
If you want to take the user to a specific page of a Google Form depending on the answer they have added for a particular question, then you can do so as follows:
Step 1: Click on the three dots
Go to the desired question in the desired section and click on the three dots present to the right of the question pane.

Step 2: Select go to section based on the answer section
From the list, choose the Go to section based on the answer section.

Step 3: Click on the drop-down next to an option
Go over to the option where you would like to add the logic and click on the drop-down present in front of it.

Step 4: Select the section
Now, select the desired section from the menu:

Now when someone selects this particular option and clicks next, they will be taken to the specified section/page instead of the usual sequence of pages.
