    聖武天皇が中心となる巻４です。もっとも大きな謎は、なぜ光明皇后が生み出されたのか、そして内親王を東宮としてしまったかの２つです。この背後に動くのが藤原仲麻呂です。必ずしも情勢は仲麻呂にとって有利に展開しない中で、聖武天皇の不安定さにつけこむ形で、いくつもの布石を打っていきます。最後に出来上がったのは、院政という不思議な権力行使の仕組み（権勢の裏道）を作り上げてしまいます。「栄華とは、国の頂に立つことではない。国の頂に立つお方を擁し奉り、その下で恣意の限りを尽くす臣となること」、「わが朝の院政は女身の権力者の下でその形を整えたのである」。内親王は孝謙天皇となりますが、はたしてその結末は？しかしこの巻も、また謀反とその失敗により閉じられます。
