When does DLC activates?
It's been years since I played this but I don't know if my game has the dlc activated? The troublemaker list doesn't seem to include the DLC enemies at the moment (I replayed the game from the beginning and haven't reached the end game yet if it makes a difference).

You can check your Steam game properties => DLC tab if the 2 story DLCs are activated (checked with a box).
In-game, DLC content only activates around (or after, don't remember) the end of the main story, and even then, in sequence, not both at once. All DLC content is hidden until then.

A quick way to check is by the costume sets, when you unlock a character you should get unique dlc outfit with them
