Restore watchstar popover (behind a feature flag) for future development

Description

Restore the initial watchstar codex popover (i.e. watchlist expiry and watchlist labels) behind a feature flag (wgEnableWatchstarPopover, default false) so that future rework and development of this feature (when designed and completed) can be rolled out per project/group.
