Risky Patch! 🚂🔥

Summary:
- This patch changes the way ParserOutput is serialized/deserialized; if this break, ParserCache may either get corrupted or not serialize/deserialize correctly
Test plan:
- I've already checked on testwiki that the ParserCache is still seemingly working as intended. But a particular attention is probably warranted around errors/warnings in this vicinity.
Places to monitor:
- Logstash: mediawiki-errors
- Logstash: mediawiki-client-errors
- Grafana: mediawiki-errors
- Checking that refreshing the page while bypassing Varnish keeps the same cache keys in the limits report at the end of the page source code
Revert plan: Reverting https://gerrit.wikimedia.org/r/c/mediawiki/core/+/1273839 should be safe. A forward-compatibility patch for this format had been merged in the previous train.
