Description

Summary

CheckUser-SuggestedInvestigations auto-closes cases when all users are blocked. However, this does not happen when a case is created with all already blocked users. We should still create the case but have it closed from the start so that the case can be referred to in handling future cases

Acceptance criteria

Auto-close jobs are executed for newly created cases
