Connecting with people you find difficult through a 'congratulatory telegram'

You cannot do this without understanding the other person's situation. You wouldn't notice these things if you weren't interested in them, would you?

Celebrations and gifts via email or postcard are nice, but if it's a "congratulatory telegram," which we have far fewer opportunities to receive these days, the surprise is greater, and while it remains as a physical object, it does not burden the recipient.

For personnel changes or appointment celebrations, always wait until the official announcement is made. It is best to send it within one week of the announcement.
If you are sending it to a business partner, it is standard to send it to their workplace. Since most companies are closed on Saturdays, Sundays, and holidays, it is good manners to choose a business day when it can be received.
