Transforming Edogawa City into a 'Creative Node' that Complements the City Center
Edogawa City is a 'typical bedroom community' that has developed against the backdrop of its proximity and convenience to the city center. From the perspective of new economic geography, the structure in which central management functions are concentrated in the city center while surrounding wards specialize in residential areas can be seen as an inevitable consequence brought about by the economic mechanisms of a large metropolitan area.
However, because of this structure, there are few commercial and entertainment hubs within the ward, and the outflow of income to outside the ward has become normalized. Therefore, I would like to consider an industrial policy that redefines Edogawa City as a 'complementary node' for the city center cluster.
What we should aim for is not an independent zone that competes with the city center, but a 'backend cluster for the IT and entertainment industries' that supports and complements the functions of the city center. Specifically, a strategy of developing creative industries such as video production, e-sports, and game development in a bipolar manner, tailored to the spatial characteristics within the ward, would be effective.
First, the industrial and distribution districts in the coastal area, where it is easy to secure large sites, should be turned into 'space-consuming hubs' where large-scale streaming studios, motion capture facilities, and equipment warehouses are gathered. On the other hand, areas such as Funabori and Kasai, where residential areas, parks, and plazas spread out, should be developed as 'production and development hubs' that bring together small-scale studios and co-working spaces for creators, where work and residence are close to each other.
The key to this strategy lies in utilizing the 'talent pool' of the ward's residents. By establishing infrastructure that allows white-collar workers and creators who work in the city center to engage in side jobs or production at hubs within the ward during evenings and weekends, the attribute of being a bedroom community can be transformed into the strength of being a 'labor supply source'.
The role of the administration is not to get deeply involved in private profit-making businesses. The ward should specialize in creating an environment, such as presenting model cases through the conversion of aging factories and warehouses, developing infrastructure such as ultra-high-speed communication networks, and flexibly applying zoning regulations.
By building a network that connects the 'knowledge' that moves back and forth between the city center and Edogawa City with the 'space' of Edogawa, Edogawa City should be able to evolve from a mere resting space for residents into an indispensable platform that supports Tokyo's creativity.
