Happiness could never visit.

Governance is, within the eternal flow of time, the very silent ataraxia meant to calm individual emotions and desires. Governance under the sunlight is nothing more than the radiance that illuminates that silence. If one is captured by the vanity known as consumption and results, the foundation of governance will collapse, knowledge will diverge from living practice, and happiness could never visit the whole.
