"Top talent suddenly quitting," "the endless calls to return to remote work," "employees who only wait for instructions and lack initiative"—these are all symptoms of the "organizational collapse caused by a sense of confinement" that the caged bird longing for clouds warns about. The problem is not salary or benefits, but rather the deprivation of autonomy.

By the Song Dynasty, the expression "a bird in a cage longs for the clouds" became established among scholars as a conventional metaphor for expressing a yearning for freedom, nostalgia, and the sense of confinement caused by government service. It was introduced to Japan during the Heian and Kamakura periods along with the study of Chinese poetry and prose, and samurai and scholars of the Edo period also used this expression to overlay their own career competition within the "cage" of their feudal domains with a longing for freedom.
Antonyms:

The U.S. network security company Cloudflare (founded in 2009, with a market capitalization of over $40 billion as of 2024) places engineer autonomy at the center of its organizational design, despite being in an industry with strong constraints like infrastructure.
Cloudflare adopts the principle of "Small Team, High Autonomy." As CEO Matthew Prince has repeatedly mentioned in public interviews, the company intentionally keeps engineering teams small and structures them so that each team is "responsible for their own product area." The hierarchy of approval flows is minimized, and a system is in place where engineers can test prototypes in near-production environments based on their own judgment.
As a result, many developer platform product groups like Cloudflare Workers and Cloudflare Pages were born from the spontaneous ideas of engineers. This autonomy-by-design is the background that allows for aggressive product development in the "defensive" industry of security. The "Creative Suggestion System" that Denso has practiced for many years is a mechanism that allows on-site workers to propose ideas for process improvement, cost reduction, and quality enhancement themselves. According to the company's public information, the number of annual proposals reaches the scale of hundreds of thousands. What is important is that "supervisors are not obligated to adopt the proposals." Because the proposal itself is evaluated and the act of proposing is valued, the workplace does not fall into a caged-bird state where employees feel "it's useless to say anything."
In the manufacturing floor, which is the environment with the most constraints, autonomous problem discovery and improvement proposals have taken root as a culture. I myself have faced this problem head-on while managing stak, Inc.
I will be honest. In the early days of stak, I created a kind of "cage of good intentions." When entering a client for an AI training project, I specified the formats for proposals, slides, and scripts in detail, and called it "quality control" for staff members to follow them. The intention was pure. I just wanted to protect the quality.
However, at one point, a staff member said to me, "Because you decide everything, Ueda-san, I've started to feel that whatever I think doesn't matter." These words stung. I was the one building the cage.
From there, what I changed was not the format, but the "design of the questions." I switched to a structure that says, "Instead of 'do it this way,' first think for yourself about what this client needs, and propose it to me." I made it a form where I don't judge, but rather refine things together while respecting the staff member's judgment.
The effect appeared faster than I thought. Not only did the quality of proposals improve, but the staff members themselves began to take ownership of their relationships with clients. This is one of the reasons behind the increase in repeat rates and customer satisfaction in stak's AI training business.
The mission of stak, Inc. is to "create an overwhelmingly rational society," but that rationality includes "environment design where humans can act autonomously." When redefining labor costs as time using AI, the future of the organization will be completely different depending on whether you turn that time into "managed time" or "autonomous time."
