SpaceX Wins 'Space Backbone' Contract: What the $2.3 Billion Deal Reveals About the Current State of the U.S. Space Force

On May 27, 2026, the U.S. Space Force's Space Systems Command (SSC) announced that it had awarded a $2.29 billion contract to SpaceX. The project is named the "Space Data Network Backbone" (SDN Backbone). It is an initiative to manage the backbone of military satellite communications deployed in Low Earth Orbit (LEO).

Beyond the sheer scale of the funding, the demand for speed is noteworthy. SpaceX is required to deliver a fully operational prototype by the end of 2027, and the contract utilizes a flexible procurement method known as Other Transaction Authority (OTA) rather than standard government procurement. The words of a Space Force procurement official, "demanding speed and scale simultaneously," aptly describe the nature of this project.

A Communications Infrastructure to "Connect Sensors to Shooters"

The Space Data Network (SDN) is a military communications infrastructure that integrates the U.S. Department of Defense's networks with those of commercial companies, operating across multiple orbits. It ensures that interception systems can instantly receive information captured by missile-tracking sensors. Low-latency Low Earth Orbit satellites were chosen to pursue this level of response speed.
In terms of terrestrial internet, the SDN acts as a backbone line. It is not a thin cable connecting individual end-user devices, but the thick trunk line that precedes them. Once a mesh network connecting satellites via Optical Inter-Satellite Links (OISL) is completed, the design ensures seamless connectivity from almost anywhere in the world.
Starshield is the "Military-Grade Starlink"

This project is being handled by Starshield, SpaceX's dedicated military division. While based on commercial Starlink, it is a military-derived version capable of encrypted communications and intelligence gathering. The SDN Backbone originated from a program previously known as MILNET, and the National Reconnaissance Office's (NRO) MILNET Block I already includes approximately 200 Starshield satellites performing missions such as communications and moving target detection.

The contract value for Starshield has already been reported to exceed $1.8 billion, and this new order of over $2.2 billion further builds on that track record. The structure where government and military business supports SpaceX's management, alongside launch services and Starlink, is reflected in the scale of this contract.
Division of Roles with the SDA's "Transport Layer"
The relationship with the "Transport Layer" developed by the Space Development Agency (SDA) is somewhat complex. The SDA has been deploying a constellation of LEO communication satellites in phases, but procurement for Tranche 3 is currently on hold.
The SDN Backbone also serves to fill that gap. The Space Force explains that "the SDN Backbone and the SDA's Transport Layer complement each other to form a hybrid mesh network in LEO," and the design is such that the two programs function as a single communications network only when combined.
Connection to the Golden Dome Initiative

The SDN is directly linked to the "Golden Dome" initiative promoted by the Trump administration. It is a large-scale missile defense system covering the entire United States, premised on operating space-based sensors, interception systems, and communication satellites within a single network. The SDN acts as its nervous system.
The amount the Space Force has allocated for satellite communication systems, including the SDN, in its fiscal year 2027 budget request is $9.8 billion. This is a significant scale for a single budget item, indicating that space infrastructure is being fully integrated as the core of military operations.
The Structure of SpaceX's Lead and Implications for Japan

In parallel with this order, the Space Force has established an industry consortium for the SDN and plans to add other companies as participants starting this summer. However, as long as SpaceX possesses the system to repurpose its existing Starlink constellation for military use, it is not easy for other companies to play an equivalent role. This contract is a result that reaffirms that reality.
Also, the fact that OTA is being used for large-scale procurement like this cannot be overlooked. It is a mechanism that simplifies procedures compared to standard government procurement and allows for a smooth transition from prototype development to full-scale deployment. The use of OTA in the space and defense sectors is rapidly expanding in the United States, which serves as a reference for considering procurement reform in Japan.

The perspective of 'dual-use,' which involves reorganizing one's own technology for both military and civilian applications, is essential for future space business strategies. This latest order from the U.S. Space Force is a case that makes that direction even clearer.
