In the "FY2024 Professional Engineer Second-Stage Examination Application Guide"
(hereinafter referred to as "R6 Examination Guide"),
competency is written in ( ), and
the main name is,the abilities required of a Professional Engineer.

Qualities and Abilities Required of a Professional Engineer (Competency)
【Professional Knowledge】
・Understand and apply the professional knowledge necessary for the work in the technical field (technical discipline) that the Professional Engineer specializes in, including both general knowledge across the technical discipline and specialized knowledge related to the elective subject. ・Understand and apply professional knowledge regarding systems such as laws and regulations unique to Japan, as well as social and natural conditions, necessary for the work of a Professional Engineer.
【Problem Solving】
・Clarify and investigate complex problems encountered in the course of work, and extract and analyze the underlying causes and constraints behind these problems.
・Regarding complex problems, propose multiple options while considering conflicting requirements (necessity, functionality, technical feasibility, safety, economic efficiency, etc.) and the importance of their impact, and reasonably propose or improve solutions based on these.
【Management】
・In the process of planning, executing, verifying, and correcting (changing) work, allocate resources such as personnel, equipment, money, and information for the purpose of satisfying requirements related to quality, cost, delivery, productivity, and risk response, or requirements related to deliverables (products, systems, facilities, projects, services, etc.) (necessity, functionality, technical feasibility, safety, economic efficiency, etc.).
【Evaluation】
・Evaluate the results at each stage of work execution, the final outcomes obtained, and their ripple effects, and contribute to improvements in the next stage or other work.
【Communication】
・Perform clear and effective communication with diverse stakeholders such as employers, superiors, colleagues, clients, and users through methods such as oral and written communication in the course of work.
・When engaged in work overseas, in addition to communication necessary for work using a certain level of language proficiency, understand the local social and cultural diversity and cooperate as much as possible with stakeholders.
【Leadership】
・In executing work, strive to have a clear design and a sense of the field, and coordinate and consolidate the interests of diverse stakeholders.
・When engaged in work overseas, strive to carry out projects and work together with local stakeholders who have diverse values and abilities.
【Professional Ethics】
・In executing work, prioritize public safety, health, and welfare, foresee the impact on society, culture, and the environment, strive to ensure the sustainability of society for the next generation, including the preservation of the global environment, be aware of the mission, social status, and responsibilities as a Professional Engineer, and act ethically.
・Comply with matters required by systems such as relevant laws and regulations in the course of work.
・When making decisions in the course of work, clarify the scope of one's own work and responsibilities, and assume those responsibilities.
【Continuing Professional Development】
・Engage in sufficient Continuing Professional Development (CPD) to deepen knowledge necessary for work, acquire skills, and improve qualifications.

In the Professional Engineer Second-Stage Examination, whether or not you possess these "8 items" of qualities (abilities) is tested through written and oral examinations.
■ Passing Criteria for the Oral Examination
In particular, in the "oral examination" conducted about 2.5 to 4 months later, competencies are questioned after being reorganized into the following items.
I. Practical Ability as a Professional Engineer
① Communication, Leadership
② Evaluation, Management
II. Eligibility as a Professional Engineer
③ Professional Ethics
④ Continuing Professional Development
(Excluding "those corresponding to the 'compulsory subject' of the Comprehensive Technical Management discipline")
Although there are major categories I and II, in "R6 Examination Guide, p24",
the passing criteria for the "oral examination" are stated as"a score of 60% or more for each of ① to ④".
It is not 60% or more in total for ① to ④.
Please be careful about this.
