1. Kumamoto Minamata Disease (Officially confirmed in 1956)

Causative substance: Methylmercury (organic mercury).

Causative agent: Sulfur dioxide (SO2).
Source: Smoke emissions from petrochemical complexes.
Key point: While the three cases mentioned above were caused by oral ingestion (food/water), this was caused by air pollution (inhalation).
【Exam Essential: Basic Act for Environmental Pollution Control】 In response to these tragedies, the "Basic Act for Environmental Pollution Control" was enacted in 1967. This was superseded in 1993, leading to the current "Basic Environment Act." This historical progression is a staple of the exam.

Entering the 1970s, the perception of pollution shifted from a domestic issue to a "global challenge" that transcends national borders.
1972: UN Conference on the Human Environment (Stockholm)

3. A Success Story in Ozone Layer Protection: The Montreal Protocol
In history, the only event said to be a "human success" is the protection of the ozone layer.
Causal substances: CFCs (chlorofluorocarbons, etc.).
1985: Vienna Convention (framework for protection).
1987: Montreal Protocol (specific reduction schedule).
Present: As a result of strict regulations, the ozone layer is predicted to recover by the end of this century. The current international situation involves attempting to apply this "success model" to climate change countermeasures.
4. A New Threat: The History of Plastic Pollution and "Silent Spring"
In the 1960s, one book shook the world: Rachel Carson's "Silent Spring".
From Pesticides to Plastics
"Silent Spring" accused the abuse of insecticides (such as DDT) of silencing birds and destroying ecosystems. This is the origin of modern "chemical substance management." And now, that focus has expanded to "plastics."

1970 (Pollution Diet): Enactment of the Waste Management and Public Cleansing Act. Initially, the goal was simply 'proper disposal (throwing things away).'
1990s: Large-scale illegal dumping incidents in Teshima (Kagawa Prefecture) and on the border of Aomori and Iwate Prefectures were uncovered.
2000: Enactment of the Basic Act for Establishing a Sound Material-Cycle Society. This marked a paradigm shift from 'throwing away' to 'circulating as resources.'
