The Hyogo Prefectural Guest House is a renovated and preserved former Hyogo Prefectural Government building, which is a valuable cultural heritage site from the Meiji era. It took its current form in April 1985. It was built in 1902 (Meiji 35) as the fourth Hyogo Prefectural Government building. Designed by the prominent Japanese architect Hanroku Yamaguchi, it was renowned at the time of its completion as the largest and most elegant French Renaissance-style building in Japan.

The church building, which was completely destroyed in the 1995 Great Hanshin-Awaji Earthquake, was beloved as the 'Red Brick Church.' The current building, completed in 2004, was also constructed using hand-laid bricks to resemble its former appearance.
A bell is installed at the very top of the bell tower, and it rings out with a charming tone across the city of Kobe during Sunday services and celebrations.
