Mars was consulting with Jupiter.

"Hey, Jupiter. I want to be Earth. What should I do?"

"Huh? Mars, you want to be Earth? That's impossible with such a thin atmosphere."

"The atmosphere, huh..."

Saying this, Mars slowly adjusted its orbit to get closer to Earth, thinking. It figured that if it could reach the Moon's position, it might be able to somehow siphon off Earth's atmosphere. However, there is a Planetary Order Maintenance Police in space that monitors planetary orbits. If it were discovered moving, it would be banished outside the galaxy, and its position would be taken by a planet waiting in line. It proceeded cautiously to ensure that wouldn't happen.

When Mars adjusted its orbit just a little bit, the Planetary Order Maintenance Police noticed the anomaly. However, there was insufficient evidence to make an arrest. They considered waiting a little longer, but were worried that a significant shift would disrupt the interplanetary balance. Therefore, they decided to arrest Mars on a separate charge based on the recording of its unauthorized conversation with Jupiter.

Mars gave up. It really couldn't become Earth after all.
