If Japan is excluded at the time of international application, it cannot be designated later (PCT)
Regarding Section V of the Request (Designation of States), under the Treaty Regulations, there is no procedure allowed to change a designation once it has been excluded via the relevant checkbox.
Therefore, if you wish to re-designate an excluded country, you must withdraw the application and file a new one.
