下水処理と環境保全 Sewage Treatment and Environmental Conservation
下水処理と環境保全、一般家庭と小規模事業所間の異なった不公平な対応:
埼玉県では一年前に公共下水道の老化で大きな問題事故が起きましたが、多くの場所で同様の問題が今後発生するでしょう。
尾道市では公共下水道が未整備の地域において、生活排水による水質汚濁防止を目的に、合併処理浄化槽(個別浄化槽)の設置に「小型浄化槽設置整備事業補助金」を交付しています。多くの市町村も同様と思います。
起伏の多い尾道市では個別浄化しか下水浄化への対処方法がありませんが、一般家庭への補助金は支給されても、小さな事業所(集合住宅や飲食業など)は補助金支給の対象になっていません。これは不公平です。
生活排水、下水の処理の必要性は一般家庭であれ、事業所であろうが同じですから、このような異なった不公平な対応は理解できません。
環境に改善につながる行動への不公平な対応は即刻改善すべきです。

A major accident occurred in Saitama Prefecture a year ago due to aging public sewage systems, and similar problems are likely to occur in many places going forward.
In Onomichi City, areas without public sewer systems receive the “Small Sewage Treatment Tank Installation Subsidy” to promote the installation of combined treatment tanks (individual sewage treatment tanks) for preventing water pollution from domestic wastewater. Many municipalities likely have similar programs.
In the hilly terrain of Onomichi City, individual treatment is the only feasible method for sewage purification. However, while subsidies are provided to general households, small businesses (such as apartment complexes and restaurants) are not eligible for these subsidies. This is unfair.
The necessity for treating domestic wastewater and sewage is the same whether it comes from a household or a business. Therefore, this unequal and unfair treatment is incomprehensible.
Unfair treatment of actions that contribute to environmental improvement must be addressed immediately.
