Should you act on Egypt's new capital project "The Rook" before the price hike? – Now is the time with a strong economy and favorable exchange rates

It is common practice for Egyptian real estate to have its price increased in stages from the start of sales until completion. The Rook is also scheduled for a price increase soon from its current selling price. With the economy and exchange rates both providing tailwinds, and with the price hike approaching, what should you consider as an investor? We have organized the facts here.
■ Why Egypt "now"? – Improving economic fundamentals
A few years ago, Egypt was a "country to watch" suffering from significant currency devaluation and high inflation. However, recent macro indicators clearly show that it is entering a phase of stabilization and recovery.
▼ Real GDP growth rate
The IMF forecasts Egypt's real growth rate for 2026 at +4.6% (accelerating from +4.4% in 2025). It is one of the few "growth countries" while the entire MENA region expects negative growth.
▼ Inflation rate
Urban inflation fell to approximately 11.9% in January 2026 (from a peak of over 30%). The slowdown in price increases is progressing.
▼ Policy interest rate
The Central Bank of Egypt (CBE) shifted to rate cuts at the end of 2025, with the policy rate at 19% (down from a peak of 27.25% in March 2024). It is at the exit phase of monetary tightening.
▼ Foreign exchange reserves
Recovered to approximately $52.7 billion as of February 2026. The capacity for currency defense has improved.
▼ IMF support
The Extended Fund Facility (EFF) is ongoing. In July 2026, a staff-level agreement was reached for an additional loan of approximately $1.5 billion during the 7th review. "External monitoring" of reforms is effective.
In short, growth is recovering, prices are stabilizing, interest rates are falling, foreign currency is recovering, and the IMF is providing support. The most important factors for emerging market investment—currency and fiscal stability—are currently falling into place.
■ Exchange rate tailwinds – EGP has "bottomed out and rebounded" against the Yen
The Egyptian Pound (EGP) has risen by approximately +12% against the Yen over the past year, and is currently trading at around 1 EGP = 3.3 JPY (as of June 2026). After a long decline, there are clear signs of a reversal.
Here, we would like to introduce a "scenario calculation" that we provide to investors. If we assume that in 8 years, the EGP rises from the current 3.3 JPY to 8.3 JPY, for a Yen-based investor holding EGP-denominated assets, the Yen-equivalent value would increase significantly based on the exchange rate alone.
* 3.3 JPY to 8.3 JPY is just one example of a bullish scenario. Exchange rates can also move in the opposite direction. Please be sure to check the "Points to Note" section below for details.
■ The property "The Rook" – Prime location × Interior included × Long-term installments
The Rook is a commercial and office complex (13 stories) located in the central commercial area of the new administrative capital of Egypt. It is located in the "very heart" of the city, close to government agencies and the financial district, and within access of major infrastructure and the monorail.

Mazaya Developments (established in 2017, fully Egyptian-owned). They own their own construction company to manage construction schedules and costs internally. ■ Payment Plan – The cheapest units start from approximately 110,000 JPY per month
A major appeal of The Rook is that even foreigners can take advantage of equal installments for up to 8 years. Unlike many Egyptian projects that require a 65% upfront payment before handover, we offer our own exclusive plan where discounts are applied even to long-term plans. The following is an estimate for the lowest-priced unit (Property price: EGP 5,016,000 / calculated at an exchange rate of 3.3 JPY, including 7% in miscellaneous fees).

Total estimated amount: approx. 12.28 million JPY / Payment at contract: approx. 10.63 million JPY. Maximum discount benefit.
▼ 3-year plan (20% down payment, 25% discount)
Total estimated amount: approx. 14.94 million JPY / At contract: approx. 3.35 million JPY / Monthly equivalent: approx. 276,000 JPY (*Payments are actually made every 3 months).
▼ 6-year plan (20% down payment, 19% discount)
Total estimated amount: approx. 16 million JPY / At contract: approx. 3.62 million JPY / Monthly equivalent: approx. 149,000 JPY.

*Reservation fee is 35,000 EGP (applied at contract), maintenance fee is 10% of the pre-discount price, and miscellaneous fees are 7% of the purchase amount (6.5% for VIP/Gold members). The Japanese yen figures are estimates and will fluctuate based on exchange rates. Since we can handle the procedures on your behalf, there is no need to travel to Egypt.
■ An aggressive move – Combining with short-term government bonds (T-bills)
One thing that cannot be overlooked when discussing Egypt today is the high yield of short-term government bonds (T-bills). Against the backdrop of a 19% policy interest rate, Egyptian T-bills are currently hovering around the 20% per annum level (down from the 27-30% range at their peak). They are the target of what is known as a "carry trade," where global investors put in capital to capture this yield.
When combined with real estate, the following design can be considered:
・Convert funds to EGP while the yen is still strong
・Invest funds that will not be needed for the time being in T-bills for high-yield returns
・Use those proceeds to pay the installments for The Rook
The idea is to simultaneously hold "real assets (real estate)" and "high-yield financial assets (T-bills)" in the same currency, the EGP.

If you invest 1 million EGP at 20% per year for 8 years, it will become approximately 4.3 million EGP (about 4.3 times) with simple compound interest. Exchange rate fluctuations will be added to (or offset) this. Please note that the final return in yen will vary significantly depending on the exchange rate.

■ The meaning of acting "before the price hike"
As mentioned at the beginning, Egyptian property sales are structured so that prices rise as completion approaches. The Rook is also scheduled for a price hike soon, so the time you can secure it at the "current sales price" is limited. With economic fundamentals improving and the exchange rate starting to rebound, we believe this "pre-hike" timing, where these two tailwinds overlap, is a phase where the advantages of early acquisition can be maximized.
Location, price, payment terms, exchange rates, interest rates—the phase where all the decision-making factors are aligned will not last very long.
■ Points to note (Please read carefully)
・Exchange rates are a two-way risk. The EGP has experienced significant devaluations in 2016 and 2022-2024. 3.3 JPY to 8.3 JPY is a bullish scenario, and there is a strong possibility that it could fall instead.
・In the case of installment payments, if the EGP strengthens, the amount of yen-denominated payments in the latter half may increase (a rise in the exchange rate is a positive for asset value, but a negative for payment burden).
・Completion delay risk. Delays in handover can occur in the Egyptian market. It is recommended to factor in a delay of at least 1 year in your financial planning.
・Since the developer is unlisted, disclosure of financial information is limited. This is a developing area, and a medium- to long-term perspective is a prerequisite.
・Geopolitical risk. Depending on the situation in the Middle East, the IMF has also revised downward its growth outlook for the entire region.
