In the field of project management, conflicting elements such as uncertainty and certainty, planning and adaptation, and constraints and creativity always coexist.

This paradox highlights the fundamental contradiction that exists between the essence of a project and the project management that attempts to control it.

The Existence of a Project

When questioning the existence of a project, it can be said that a project is not a fixed entity, but a dynamic process that continues to evolve and change within time and space.

Ontologically, "uncertainty" is part of the condition of a project's existence, and its removal would impair the dynamic nature that is the essence of a project.

Therefore, the dilemma with uncertainty is a paradox inherent in the very existence of a project.

The Value of a Project

In project management, responding to uncertainty is an act that involves one's own value judgments.

Whether to prioritize risk avoidance or minimization, or to accept a certain level of risk in pursuit of advancement and growth, depends on the values of the organization or individual.

Axiologically, how we evaluate uncertainty and how we face it are factors that significantly influence the direction and outcomes of a project.

A value system that views uncertainty negatively will lead to plans that emphasize safety and stability, focusing on meticulous risk management to increase predictability.

On the other hand, a value system that views uncertainty positively and has a higher tolerance level will promote creativity and challenge, emphasizing flexibility and adaptability to change.

The Perception of a Project

The limits of knowledge in project management make the dilemma with uncertainty even clearer. It is impossible to perfectly predict future events or outcomes, and incomplete information and cognitive biases influence decision-making.

Epistemologically, the question is how to acquire reliable knowledge and make rational judgments in situations involving uncertainty.

However, since there is an inherent limit to preparing 100% reliable knowledge necessary for a project, flexible approaches that assume the uncertainty of knowledge and management methods that incorporate learning and adaptation are required.

Conclusion

From the above perspectives, "The Existence of Project Uncertainty" is
