What is the PPP Introductory Course?
This course has been held annually under the sponsorship of the Japan PFI/PPP Association and provides a practical explanation of PPP/PFI. It consists of 18 sessions in total, spread over 6 days, with each session lasting 50 minutes. Each year, about 300 people participate, and it has become an annual tradition that many local governments look forward to, with some traveling from afar to Tokyo or having their entire department watch together in a conference room.
Rather than textbook topics like 'What is the PFI Act?', 'How to form an SPC', or 'Calculating VFM', we focus on practical applications. For example, we explain that 'the Designated Administrator System is not a tool for proxy execution or cost reduction, but a mechanism aimed at improving services and cost-effectiveness, where independent business operations hold the key,' based on concrete examples and data.
Topics such as comprehensive facility management outsourcing, market sounding (and trial sounding), and private-sector proposal systems with discretionary contract guarantees are explained in ways that delve into their 'meaning' and practical aspects, which attendees say they 'can only hear here,' and we have received very positive feedback in our surveys.
For private-sector businesses, we provide perspectives on how the government operates in an irrational society, how to build projects within that environment, and how to incorporate your own business models. In the 4th session, we also plan to explain 'when, where, and how to conduct sales' and 'key points for creating project proposals' from the perspective of a private-sector business.
2024 PPP Introductory Course
Differences from previous sessions
Starting with this introductory course, it will be co-hosted by Nippon Kanzai Co., Ltd. and Machimirai LLC (supported by the Japan PFI/PPP Association, sponsored by Kyushu Electric Power Co., Inc.) and will be held over 6 days from April 22 to June 28. We have arranged the schedule so that sessions 1-2, 3-4, and 5-6 are held on consecutive days, making it easier for those traveling from afar to attend on business trips.
Additionally, to share more information than before, we are extending the time per session by 10 minutes to 60 minutes. We will also include new material based on experiences and events gathered from various regions over the past year, so we hope those who have participated in the past will consider joining us again.
Participation is free for government officials (staff, assembly members, government-affiliated financial institutions) and paid for private-sector businesses, though we also offer a cost-effective sponsor program.

We need funding to continue planning and implementing introductory courses like this in the future. While we charge private-sector businesses for participation as it is a business activity, we are also recruiting sponsors.

■For Local Governments■
●Advisor Services_Basic Pack
・3,600,000 yen (excluding tax) + equivalent amount for travel and accommodation expenses
・8 days/year if day trips are possible, 10 days if overnight stays are required (1 night 2 days x 5 times)
・It is possible to increase the number of sessions upon request.
●Individual cases such as comprehensive facility management, ESCO, proposal systems, etc.
・From 3,500,000 yen (excluding tax)
・We will visit as many times as necessary within the contract scope until the scope of work is completed.
・The above reference amount does not include legal checks in the scope of work. It is possible to include them in the work, but since it will be outsourced, the commission fee will increase. Also, since there may be differences in views with the local government's legal department, we consider it outside the scope of work in principle.
・The amount varies depending on the case to be considered and the scope of involvement, so please consult with us individually.
・In the case of a private sector proposal system with negotiated contract guarantee, the base price is 3,800,000 yen (excluding tax) for work up to the creation of public offering-related materials. If it includes outreach to private players and case refinement, it will be a collaboration between our company and Public R-Fudosan. Please inquire separately for the price.
■For Private Business Operators■
●Advisory Contract
・120,000 yen/month (excluding tax_based on the conditions below)
・Real-time (or online) support for about 8-10 hours/month and advice via email, phone, etc. as needed
・For cases where we were involved in project formation, we may charge a separate performance-based fee upon order receipt (details will be arranged at the time of contract.)
・If visiting local governments or other companies directly, we will charge for travel and accommodation expenses and daily allowances as necessary.
●Reference Amount_Individual Cases
・From 500,000 yen/case (excluding tax)
・This varies depending on the frequency and content of involvement in the case, so please inquire individually.
・The basic amount will be charged regardless of whether the case is won or lost.
・We will also consider contracts based on a basic amount + performance-based fees upon order receipt, etc.
・If conducting on-site surveys or coordination with local governments in connection with the work, we will charge for travel and accommodation expenses as necessary.
