Turkish Court Backs Law Allowing Mass Stray Dog Cull | Balkan Insight

トルコ最高裁判所は水曜日、野良犬の大量殺処分を認める新法の無効化を求める申し立てを却下した。
Turkey’s highest court on Wednesday rejected a move to annul a new law that allows the mass killing of stray dogs.

昨年国会議員によって承認されたこの物議を醸す法律の廃止を求める申し立ては、主要野党の共和人民党（CHP）が提出し、動物愛護団体も支持していた。
An application to end the controversial law, approved by MPs last year, was submitted by the main opposition Republican People’s Party (CHP) and supported by animal rights groups.

しかし、トルコ憲法裁判所は全会一致でこの申し立てを却下した。詳細な理由は後日発表される予定だ。
But the Constitutional Court of Turkey rejected the application unanimously. It will announce its detailed reasoning at a later date.

動物愛護団体、野党、弁護士らはこの決定を非難した。
Animal rights groups, opposition parties and lawyers have condemned the decision.

アンカラ弁護士会は水曜日の書面声明で、「この法律は公共の利益にかなわないため、数百匹もの動物が命を落とした。その数は不明だ」と述べた。
“Hundreds of animals, the number of which we cannot determine, have died due to the law, which does not serve the public interest,” the Ankara Bar Association said in a written statement on Wednesday.

同弁護士会は、この法律は欧州人権裁判所、世界動物保健機関（WAO）基準、国連環境計画（UNEP）、そして動物の権利に関する国際協定に違反していると述べた。
It said the law was contrary to the European Court of Human Rights, World Animal Health Organization Standards, the UN Environment Programme and international agreements on animal rights.


政府の推計によると、トルコでは飼い主のいない犬が400万匹も路上をさまよっている一方、全国の保護施設が収容できるのは最大で9万匹にとどまっている。
According to government estimates, 4 million dogs without owners roam the streets of Turkey, while nationwide shelters can host a maximum of only 90,000.

新法では、自治体は野良犬を路上から追い出し、保護施設に収容しなければならない。攻撃的な行動を示す犬や治療不可能な病気にかかっている犬は、安楽死させられる。
Under the new law, municipalities must get strays off the streets and into shelters. Any dogs showing aggressive behaviour or that have untreatable diseases will be euthanised.

野党や動物愛護団体は、大規模な去勢キャンペーンの方がより良い解決策だと主張している。しかし、レジェップ・タイイップ・エルドアン大統領率いる公正発展党（AKP）は、その選択肢はもはや手遅れだと主張している。
Opposition and animal rights groups say that a mass neutering campaign would be a better solution. But President Recep Tayyip Erdogan’s Justice and Development Party (AKP) insisted that it was too late for that option.


水曜日、数千人の動物愛護活動家がトルコ憲法裁判所の近くに集まり、裁判所への行進を試みた。しかし、警察は道路と建物を封鎖し、抗議活動を阻止した。
Thousands of animal rights activists gathered on Wednesday near the Turkish Constitutional Court and tried to march to the court building. However, police blockaded the roads and the building and intervened the protestors.

この法律が施行されて以来、エルドアン大統領率いる与党連合が統治する自治体では野良犬の大量殺処分が行われており、動物愛護団体の激しい反発を招いている。
Since the law was introduced, municipalities run by President Erdogan’s ruling alliance culled stray dogs en masse, sparking angry reactions from animal rights groups.
