[Short Story] Evil in the Name of Justice (Anonymous Accusation)
Chapter 1: The Anonymous Accuser
In a provincial city where the sweltering heat of midsummer continues, Keisuke Sakura, who works in the Citizen Consultation Office in a corner of the city hall, was listening to the voices of various residents once again today. His job is to receive complaints and consultations from citizens and connect them to the appropriate departments. It is a modest job, but Keisuke took pride in it as an important role connecting citizens and the administration.
However, recently, a series of anonymous accusations have been bothering him. The accusations were about the city's redevelopment project.
"There is corruption in the bidding for the redevelopment project." "Favors are being shown to specific companies." "Taxpayer money is being used in an opaque manner."
None of them were accompanied by concrete evidence, and they were nothing more than rumors. However, Keisuke felt something he could not ignore in the intensity of the accusation letters and the anger contained within them.
Keisuke reported these accusations to his boss, but his boss did not even move an eyebrow. "Anonymous accusations are a dime a dozen. Without evidence, it's just harassment."
But Keisuke was different. As a citizen living in this city and as a public servant, he could not take these accusations lightly. If the content of the accusations were true, it would be a great "evil" that betrays the trust of the citizens.
Keisuke began to use his personal time to collect information about the redevelopment project. Documents published on the city's website, minutes of the city council, and newspaper articles. However, on the surface, there were no traces of corruption anywhere. Everything seemed to be proceeding in accordance with the law.
One day, an anonymous accusation letter arrived at Keisuke's office again. This time, the accusation was more specific than before. The letter contained the name of a specific company involved in the redevelopment project and suggested that there was a close connection between that company and the mayor. And at the end of the letter, it was written as follows:
"You are the only one who knows the truth. Justice is entrusted to you."
Keisuke felt a chill run down his spine at those words. Why does the accuser name him? And what on earth does "you are the only one who knows the truth" mean?
He looked up the company name written in the letter. The company was indeed deeply involved in the city's redevelopment project and was a local construction company that had been growing rapidly recently. And Keisuke had heard rumors that the president of that company and the mayor were classmates in their student days.
Doubts swirled in Keisuke's chest. If the content of the accusation were true, it would mean that the mayor is involved in corruption. That is an unforgivable "evil" that shakes the "justice" of this city to its core.
However, at the same time, Keisuke had one concern. Why is the accuser anonymous? Why do they send information only to him? Is the accuser's "justice" really pure? Or is there some other purpose?
Keisuke had begun to think about the possibility that another "evil" was lurking behind this anonymous accusation. The redevelopment project is a huge project where many companies compete for interests. The accuser might be someone from a rival company that was excluded from the project. Or they might be a member of a political force aiming to bring down the mayor.
Keisuke looked out from the window of the Citizen Consultation Office at the city center where development was progressing. Brand new buildings are being built one after another, and the city looks vibrant. If there is "corruption" behind this "development," is it "justice" or is it "evil"?
Keisuke began to look for concrete evidence to support the contents of the letter. He stayed at the city hall until late at night, reading through related documents. However, no matter how much he investigated, he could not find clear evidence of corruption. Is everything cleverly concealed, or does it not exist from the beginning?
One day, Keisuke happened to meet Section Chief Tanaka, a veteran employee at the city hall, in the hallway. Section Chief Tanaka has been involved in the redevelopment project since its early stages and is one of the people who knows the most about the behind-the-scenes of this project.
Keisuke made up his mind and asked Section Chief Tanaka, "Section Chief Tanaka, I have something I would like to ask you about the redevelopment project."
Section Chief Tanaka said, avoiding Keisuke's gaze, "Ah, that project? It's proceeding smoothly. You shouldn't dig too deep into it either."
Those words echoed heavily in Keisuke's chest. "You shouldn't dig too deep." Was that a warning, or was it proof that they were trying to hide something?
Keisuke decided to trust his intuition. There was something to this accusation. And uncovering that something was his own form of "justice."
He reread the anonymous accusation letter once more. "You are the only one who knows the truth. Justice is entrusted to you."
Is this "justice" truly "justice"? And is the "evil" that the accuser points to really "evil"?
Keisuke was at a loss due to the complexity of his situation. The path of "justice" he believed in was like a single road continuing into the darkness, with no way of knowing where it led.
That night, in an old archive room next to the city hall, Keisuke found the initial plan for the redevelopment project. What was written there was a different plan from the one currently underway. That plan listed many small and medium-sized enterprises, different from the companies the accuser had named.
Keisuke's heart skipped a beat. What on earth did this mean? Why was the plan changed? And what was hidden behind that change?
Keisuke arrived at one possibility. Perhaps the accuser really was acting for the sake of "justice." However, it was also possible that this "justice" was tied to his own interests or the interests of someone specific.
Keisuke looked out the window again. A disturbingly large moon was shining in the midsummer night sky. Its light cast even deeper hesitation into Keisuke's heart.
Whose "justice" should he believe in? And what kind of "evil" was waiting at the end of this anonymous accusation?
Keisuke stared into the darkness while clutching the documents. His "justice" was now standing on the brink of a decision. Would he be able to find the truth of the "evil" called "justice" that swirled through this city?
Chapter 2: The Shadow Collaborator
The initial redevelopment project plan found in the old archive room at city hall. It contained another plan, different from the one currently being pushed forward, which listed small and medium-sized enterprises. Keisuke's heart had been restless ever since that night. The plan change was clearly unnatural. There must be something behind it.
The next day, Keisuke immediately tried calling one of the small and medium-sized enterprises listed in the initial plan. However, the person in charge only replied coldly, "That project has already been withdrawn," and he couldn't get any detailed information. Keisuke's suspicions deepened further at their obvious reluctance to speak.
Just as Keisuke was agonizing over what to do about this matter, another anonymous accusation letter arrived. This time, it had been dropped into the mailbox at Keisuke's home.
"Have you seen the initial plan? That plan was buried in darkness by the mayor's intervention. While they claim to be developing the city, they are only thinking about lining their own pockets."
The letter added more specific information to the facts Keisuke had uncovered. It claimed that the mayor had directly intervened to change the plan. And at the end of the letter, it was written:
"An article supporting their corruption is published in the city's public relations magazine. It is from the past. Please find it. Justice is in your hands."
Keisuke stood frozen on the spot, clutching the letter. The fact that it had arrived in his home mailbox meant that the accuser even knew his personal information. Was this a "collaborator" trying to support Keisuke, or a "shadowy figure" trying to drag him into something?
Past issues of the public relations magazine. Keisuke rushed to the city hall's archives. Searching through the vast amount of magazines to find the article hinted at in the letter was a daunting task. After searching all night, he finally found one small article.
It was a small article that had graced the front page of a public relations magazine five years ago. The content was about the "Local Small and Medium Enterprise Revitalization Project" that the mayor was focusing on at the time, indicating an intention to actively involve small and medium-sized enterprises in the initial plans for the redevelopment project. And in the corner of the article, there was a photo of the mayor and the president of a small or medium-sized enterprise who was scheduled to participate in the initial plan, shaking hands with smiles on their faces.
Keisuke stared intently at the article. The mayor's smile in this photo was far removed from the current state of the redevelopment project. What on earth had happened?
Keisuke tried to confirm this article with the person in charge at the time, but that person had already retired, and he did not know how to contact them.
As Keisuke's frustration grew, the anonymous accuser contacted him once again. This time, a mysterious email arrived on the shared PC at city hall. There was no subject line, and the attached file contained several photos.
The photos showed the mayor and the president of the construction company currently in charge of the redevelopment project meeting secretly at a high-end Japanese restaurant. The date was shortly after the initial plan had been changed. And in another photo, the construction company president was seen entering and leaving what appeared to be the mayor's home, carrying a large envelope.
Keisuke gasped. This might be definitive proof. A secret meeting between the mayor and the construction company president. And the carrying of what looked like cash into the home. These strongly suggested illegal bidding or collusion.
However, at the same time, Keisuke had begun to harbor deep distrust toward the accuser. Why would they send such detailed information anonymously only to him? Why not report it directly? And how did they get their hands on such evidence?
Keisuke agonized over whether he should present this evidence to his boss or take it directly to the media. If he reported it to his boss, there was a high possibility it would be covered up within city hall. But if he took it to the media, it would become a major scandal, and the mayor's corruption would be exposed to the light of day.
But a certain kind of fear had begun to sprout in Keisuke's heart. What if the accuser was trying to use Keisuke to bring down the mayor? What if the accuser's "justice" was actually meant to hide another "evil"?
Keisuke remembered the last words of the letter: "Justice is in your hands."
It sounded as if they were pushing the responsibility onto Keisuke. As if Keisuke himself had to carry this "justice."
Keisuke looked once more at the conceptual drawing of the redevelopment project that touted the city's development. Brand new commercial facilities, well-maintained parks, and high-rise apartments. If this plan were realized, the city would undergo a major transformation. Many citizens would surely enjoy the benefits.
But if that development was brought about by corruption, was it truly "justice"?
Keisuke remembered the words of Section Chief Tanaka: "You shouldn't get too involved." Were those words meant to look out for Keisuke, or were they a way to silence him?
Keisuke sat at his desk in city hall, deep in thought. To him, the boundary between what was evil and what was justice seemed as ambiguous as a mirage.
That night, Keisuke noticed his home phone ringing repeatedly. However, whenever he answered, the caller would hang up in silence. Was this the silent pressure from the "shadowy figure" watching him?
A cold sweat ran down Keisuke's spine. He realized that he had been drawn into a massive vortex without even knowing it. This accusation was no longer just about pursuing corruption. It might be a tool for political maneuvering that would shake the city to its core.
Keisuke looked at the photo of the secret meeting between the mayor and the construction company president once more. At first glance, the faces of the two people in the photo looked ordinary. But to Keisuke, it seemed as if something cold was hidden behind those smiles.
How far should Keisuke really pursue the truth of this "evil" that goes by the name of "justice"? And what kind of ending awaits him at the end of that path?
Within his heart, the scales of "justice" and "evil" were swaying violently. He had become completely unable to tell which path he should choose to bring about a truly good result for the future of this city.
Keisuke was in the midst of a lonely battle.
Chapter 3: Isolation and Collusion
In Keisuke's room, wrapped in the silence of late night, an email and photos from an anonymous whistleblower glowed coldly on his screen. Evidence suggesting a secret meeting between the mayor and the president of a construction company, as well as the exchange of cash. With these in hand, Keisuke was forced to make a decision. The silent phone calls continued, driving him into a mental corner.
The next morning, Keisuke went to work as usual, but his heart felt as heavy as lead. When he passed Section Chief Tanaka in the hallway, he felt as though Tanaka's gaze had lingered on his hands for a split second. Keisuke was gripped by the paranoia that he was being watched by someone.
Mustering his courage, Keisuke tried to report to his superior again. The anonymous accusation letter, the discrepancies with the initial plan, and the photos that served as definitive evidence. However, as soon as his superior saw the photos, his expression changed.
Keisuke, what on earth are you doing! Taking things like this out without permission, what are you planning! This... this could even be considered defamation against the mayor. If you make a fuss about this, your position will be in jeopardy!
His superior shoved the photos back at Keisuke and slammed his desk. "Listen, pretend you never saw this. If this leaks to the outside, you will be the one held responsible."
Keisuke was devastated by his superior's reaction. As he suspected, this corruption would be covered up within the city hall. Behind his superior's words, he could see the fear of the mayor's power and the desire for self-preservation. Keisuke realized deeply that he was completely isolated within the organization of the city hall.
However, that night, Keisuke received a message from an unexpected person. It was Section Chief Tanaka. "Sakura, I have something to talk to you about. Won't you come to the usual izakaya tonight?"
Keisuke headed to the izakaya, half-doubting. Section Chief Tanaka was already sitting at the counter, drinking beer. When Keisuke sat down, Section Chief Tanaka said quietly.
I have a general idea of what you are investigating. I, too, have been concerned about that redevelopment project for a long time.
Keisuke was surprised. Had Section Chief Tanaka also noticed this corruption?
To be honest, I have tried to raise the issue with the upper management several times. But everything has been hushed up." Section Chief Tanaka said with a bitter expression. "The mayor's power is more formidable than we think. And his connection with that construction company is not something that happened overnight."
Section Chief Tanaka began to tell Keisuke facts he hadn't known. The mayor and the construction company president had a long-standing relationship, and the mayor had been receiving support in various forms since he was still a city council member. The changes to the initial plan were also pushed through in a somewhat forced manner after the mayor received pressure from the construction company president.
But, Sakura. The evidence you have is quite definitive. The place in the photo is the mayor's home, isn't it? And that envelope. This won't end with just simple bribery." Section Chief Tanaka's voice was serious.
Keisuke felt as though he had seen a ray of light in Section Chief Tanaka's words. He was not alone. At the very least, there was someone who understood.
What should I do, Chief?" Keisuke asked, clutching at straws.
Section Chief Tanaka said, tilting his glass, "It's impossible to handle this evidence internally. Unless we make it public, they won't budge. But... it's too dangerous for you to act alone."
Section Chief Tanaka made a proposal to Keisuke. "I will cooperate. If you're going to act, I'll help you. But there is one condition."
Keisuke swallowed hard.
"In this matter, you must act without personal feelings, upholding the noble cause of 'for the citizens' above all else. And if our actions end up causing trouble for anyone, you must accept that it is for the sake of our 'justice'."
Section Chief Tanaka's words weighed heavily on Keisuke's heart. Was his 'justice' pure, or was it calculated in some way? However, Keisuke no longer had time to stand still.
"I understand. Section Chief, please, I ask for your cooperation." Keisuke bowed his head.
Section Chief Tanaka gave Keisuke specific advice. First, coordinate with a few trusted employees within the city hall to gather more evidence. Then, time the leak to the media for the most effective moment.
"And above all, be careful. They are aware that you are making moves. We must also consider your personal safety."
Keisuke felt a chill run down his spine at Section Chief Tanaka's words. However, a new resolve had taken root in his heart.
A few days later, through an introduction from Section Chief Tanaka, Keisuke contacted several employees deemed trustworthy. They were people who also had doubts about the redevelopment project's corruption but had remained silent for fear of the mayor's power. They were surprised by the evidence Keisuke held and offered their cooperation.
Keisuke and his team's secret investigation began. They scoured documents within the city hall, interviewed those involved, and gathered new evidence. This included proof of opaque financial flows between the mayor and the construction company president, as well as indications of irregularities in the bidding process for the redevelopment project.
Keisuke gradually became more convinced. This was a massive 'evil' that was eroding the 'justice' of this city.
However, at the same time, Keisuke began to feel a faint sense of unease behind the cooperation of Section Chief Tanaka and the others. They seemed to be conducting their own information gathering behind Keisuke's back. And in their words and actions, there was a clear intention to bring down the mayor.
One night, Keisuke witnessed Section Chief Tanaka meeting secretly with someone deep inside the city hall. He couldn't see the other person's face, but that individual handed something to Section Chief Tanaka, and in return, Tanaka handed over an envelope similar to the one Keisuke had.
Keisuke held his breath and left the scene. New doubts swirled in his heart. Was Section Chief Tanaka's 'justice' truly pure? Or was he himself also complicit in some kind of 'evil'?
Keisuke no longer knew where the 'justice' he believed in was heading. Around him, there were those who looked like allies and those who looked like enemies. And both sides were using the word 'justice'.
His isolation only deepened. And in that loneliness, he began to lose sight of what he was fighting for.
The city reflected in Keisuke's eyes remained full of vitality. The redevelopment project was proceeding smoothly, and new buildings were appearing one after another. However, behind that brilliant future, the 'evil' Keisuke had come to know and the 'justice' he was beginning to doubt were swirling.
Keisuke read the anonymous whistleblowing letter again. "Justice is in your hands."
Is that 'justice' truly Keisuke's own? Or is it the 'justice' of someone trying to manipulate him?
Keisuke sank into the darkness of the night alone, unable to find the answer. His "justice" was now on the verge of being shrouded in the shadows of conspiracy.
Chapter 4: The Price of Truth
The person Section Chief Tanaka was meeting in secret deep within the city hall. And the envelope that was exchanged. Keisuke's heart was crushed by his distrust of Section Chief Tanaka and the complexity of the path of "justice" he had stepped onto. If even the people he thought were his allies had their own hidden agendas, what on earth could he believe in?
With the cooperation of Section Chief Tanaka and the others, Keisuke continued to gather more evidence. Accounting documents showing suspicious money flows, hidden assets of the mayor and the construction company president, and allegations of falsified minutes from the resident briefing on the redevelopment project. Everything seemed like definitive evidence confirming the corruption of the mayor and his associates.
However, the scene of that secret meeting always haunted Keisuke's mind. Was Section Chief Tanaka's "justice" pure, or was it another form of "evil" aimed at bringing down the mayor?
One day, Keisuke made up his mind and asked Section Chief Tanaka, "Section Chief, have you been making any other moves lately that I don't know about?"
Section Chief Tanaka looked startled for a moment, but immediately returned to his usual calm expression. "Sakura-kun, what are you talking about? We are allies working together for the same goal, aren't we?"
"But I saw you meeting with someone in the back of the city hall before. Is there something you can't tell me...?" Keisuke stared straight into Section Chief Tanaka's eyes.
Section Chief Tanaka sighed softly and said, as if resigned, "...I'll tell you the truth. That redevelopment project was a plan I had been nurturing for many years to improve this city. However, the mayor and that construction company colluded, and my plan was buried in darkness. While they claim to be for the development of the city, they are only pursuing their own interests. I cannot forgive that."
There was deep resentment in Section Chief Tanaka's voice. What he said matched the contents of the initial plan Keisuke had. Section Chief Tanaka was trying to bring down the mayor out of a grudge for having his own plan crushed. His "justice" was intertwined with personal revenge.
"And the person I was meeting was an anonymous whistleblower. He, too, is someone who has suffered from the mayor's corruption. I thought that by working together, we could expose the mayor's corruption more surely."
Keisuke was surprised that the identity of the anonymous whistleblower was connected to Section Chief Tanaka. And he learned that his "justice" was also rooted in personal motives.
A new question arose in Keisuke's heart. Is this "justice" really "for the citizens"? Or is it "justice" for the sake of achieving the personal goals of Section Chief Tanaka and the whistleblower?
Keisuke had to re-examine what he was fighting for once again.
Enough evidence had been gathered. Bribery between the mayor and the construction company president, bid rigging, and the falsification of minutes from the resident briefing. If all of this were made public, the mayor would fall, and the construction company would also suffer a major blow.
Keisuke prepared to take this evidence to the media with Section Chief Tanaka. However, a certain kind of anxiety could not be wiped from Keisuke's heart.
One night, Keisuke was watching the news at home. A special feature on the redevelopment project was being aired, and the voices of citizens happy about the city's development were being broadcast. The smiles of the citizens shown there were genuine. If this corruption were made public, what would they think? The city's development might stagnate, and many people might be disappointed.
Keisuke asked Section Chief Tanaka, "Section Chief, if this matter becomes public, the city's development might stop temporarily. The citizens will be confused."
Section Chief Tanaka replied in a calm tone, "That is the price of truth. Development built on corruption is fake. Even if there is temporary confusion, in the long run, true 'justice' should guide this city."
Keisuke sensed a certain coldness in Section Chief Tanaka's words. His "justice" was supported by a strong will that was willing to accept some sacrifices for the sake of his goals.
Keisuke questioned what his own "justice" really was. He had thought his "justice" meant leading everything in a good direction without hurting anyone. However, in this situation, that was impossible.
The day for the leak to the media arrived. Keisuke met secretly with a reporter from a major newspaper along with Section Chief Tanaka. Keisuke handed over all the evidence he had collected so far to the reporter. The reporter was surprised by the quantity and quality of the evidence and told them that this scoop would have a major impact on society.
"With this, the 'evil' in this city will be exposed." Section Chief Tanaka said with a satisfied expression.
However, a deep sense of emptiness, rather than joy, was spreading in Keisuke's heart. He was not convinced that he had truly acted for the sake of "justice."
The next day, an article exposing the mayor's corruption was prominently featured on the front page of the newspaper. This news spread instantly on television and the internet, becoming a major scandal that shook all of society.
The mayor immediately held a press conference and claimed his innocence. However, in the face of evidence that came to light one after another, his excuses were meaningless. The construction company president was also arrested, and the redevelopment project was completely halted.
Voices of anger and disappointment mingled among the citizens. People who had believed in the development of the city felt betrayed. Just as Keisuke had feared, the city fell into chaos, and there were concerns about the economic impact of the cancellation of the redevelopment project.
Keisuke was sitting at his desk at the city hall. The staff around him were watching the news with anxious faces. Keisuke felt keenly once again how great a ripple his actions had caused.
That day, a resignation letter arrived for Keisuke. It was from Section Chief Tanaka.
"Sakura-kun. With this, my 'justice' has been fulfilled. Please continue to believe in your own 'justice' and work hard for this city."
Keisuke just stood there, clutching Section Chief Tanaka's resignation letter. His "justice" had been to bring down the mayor. And he had accomplished it.
However, there was no joy in Keisuke's heart. What he had wanted was for the corruption to be corrected and for the city to develop peacefully. But the reality was filled with chaos and disappointment.
Keisuke read the anonymous whistleblowing letter again. "Justice is in your hands."
Was the "justice" in his hands really "justice"? Or was it the "evil" that had created this chaos and disappointment?
Keisuke no longer knew at all what was evil and what was justice. His actions had certainly exposed the mayor's corruption and cast a stone into society. But as the price for that, he had lost the hope of many citizens and the peace of the city.
Beyond his gaze, the landscape of the city where redevelopment had been interrupted spread out. The buildings, with only their skeletons remaining mid-construction, stood painfully, like scars on Keisuke's heart.
The price of truth. It was something far too heavy for Keisuke to bear. He must continue to question his own "justice" in this chaotic world. Forever.
