There is an overwhelming shortage of "digital talent" to promote DX in the Tokyo Metropolitan Government.
To transform Tokyo Metropolitan Government operations digitally, we need not only to utilize external talent from private companies but also to have specialized personnel within the government who are well-versed in ICT.
However, in the public sector in our country, such personnel are not necessarily sufficient. For example, in New York City, out of a total of 125,200 employees, the ICT department accounts for 1.2% with 1,500 people, whereas in the Tokyo Metropolitan Government, out of 32,000 administrative staff, the ICT department accounts for only 0.3% with just 100 people.
Last fiscal year, the Tokyo Metropolitan Government decided to establish a new ICT job category and hired 9 specialized personnel from the private sector as Digital Shift Promotion Managers. To further expand this talent pool, we are recruiting "digital talent" again this year!
This year, as a new initiative, we have established a work style that allows for side jobs, such as "working at the Tokyo Metropolitan Government only 1 or 2 days a week," and we are currently conducting three types of public recruitment.

Recruitment for "Digital Shift Promotion Manager"
First, continuing from last fiscal year, we began recruitment for "Digital Shift Promotion Manager" on October 23rd. The term of office is 1 year and 3 months from January 1, 2021, to March 31, 2022 (may be extended up to a maximum of 5 years), and we plan to hire up to 5 people as "Specially Appointed Staff for a Fixed Term."

Digital Shift Promotion Managers are playing an active role in a wide range of areas to realize "Smart Tokyo," such as installing smart poles (5G) in the Nishi-Shinjuku area and speedily building the "COVID-19 Monitoring Service" that provides cluster information based on visit history to metropolitan facilities.

Recruitment for "Staff capable of side-job style work of 1-2 days a week"
This time, we are newly recruiting for "Digital Shift Promotion Specialists." We are looking for people who want to contribute to the promotion of DX in the Tokyo Metropolitan Government through a "side-job style of work," such as those who think, "It's difficult to work full-time, but I would like to be involved in promoting DX in the Tokyo Metropolitan Government if it's only 1 or 2 days a week."

We are recruiting about 5 people this time, and the application deadline is Wednesday, November 25th.

Public recruitment for DX Fellows (Advisors related to growth strategy and promotion of ICT utilization)
As the Tokyo Metropolitan Government advances its DX initiatives, there are many occasions where more advanced knowledge and information are required. We often think, "If only there were someone who could give us advice at such times." With this in mind, we are asking individuals with advanced knowledge and skills, such as CxO-level executives from companies or heads of specialized departments, to serve as advisors.
We have already received important advice regarding the promotion of DX in metropolitan administration from 10 DX fellows from various perspectives and fields, and we are now conducting an additional open recruitment.

This time, in particular, we are recruiting individuals with high levels of knowledge and skills in fields such as UI, from the perspective of "How can we provide information that is easier for Tokyo residents to understand?".
We are recruiting a small number of people, and the application deadline is Wednesday, November 18.
