“Evidence that holds up” over perfect paperwork

What I felt while observing the administration's response was that
“evidence that holds up” is valued more than “perfect paperwork.”
If it is 60-70% complete, it will pass.

In some cases, even 30% is enough, as long as it “remains as evidence.”

It is not “what you are doing” that is required,

but “what remains as a record.”
That was the premise of this structure.
—

At first glance, that might look sloppy.
But in reality, I think it is the result of both the administration and the field staff
somehow managing to keep things running with limited time and personnel.

Standing between the field and the administration, I felt that
both sides are being pushed around by “inefficiency.”

・Documents submitted without being checked
・Back-and-forth to get the format right
・A structure where people keep checking other people's mistakes

It is not that anyone is being lazy,
it is just how the system is built.

If there were a system where the necessary items were gathered at the input stage
and automatically organized,

I thought that both the field and the administration
might have a little less burden.

People could focus on looking at the “content,”
and the system could handle the format.

If we could divide the work like that,
much of this back-and-forth should be reducible.

Hakodate has the power to create the future.

There are young people with technical skills,
like those at Future University Hakodate and the National Institute of Technology, Hakodate College.

If these field challenges
could be connected to that technology,

this inefficiency
might be solvable as a “system.”

While drinking coffee,
I was thinking about things like that.

But perhaps new systems can only be born
from these kinds of small feelings of discomfort.

This is still just a hypothesis.

What I felt in the field,
what I saw as the structure,
and the future I thought of from there.

Each is still just a dot,
but I believe they might one day become a line.
