【Review】 What are catch-all controls?
Catch-all controls were introduced after the Gulf War when inspections by the UN and others revealed that Iraq had been developing WMDs using products that did not fall under the list controls.
Unlike list controls, they are controls that focus exclusively on end-users and end-uses.
Therefore, unlike list controls, an export license application is not immediately required just because the cargo or technology falls under Item 16 of Appended Table 1 of the Export Order (Appended Table of the Foreign Exchange Order).
As shown below, an application is required if it meets either the objective requirements or the inform requirements.
Currently, (1) WMD catch-all controls and (2) Conventional weapons catch-all controls are being implemented.
Since catch-all controls supplement list controls, they are also called supplementary export controls.
