Under the catch-all regulation, when exporting goods that fall under Item 16 of Appended Table 1 of the Export Order to regions other than those in Appended Table 3 of the Export Order, an export license from the Minister of Economy, Trade and Industry is required in all cases.

I. When an export license application for the WMD catch-all regulation is required
Destination (provision site) is other than the regions in Appended Table 3 of the Export Order (non-Group A) +
meets the objective requirements (end-use requirements/end-user requirements) or inform requirements of the WMD catch-all regulation

II. When an export license application for the conventional weapons catch-all regulation is required
1. Destination (provision site) is a region listed in Appended Table 3-2 of the Export Order (UN arms embargoed countries/regions) +
meets the objective requirements (end-use requirements only) or inform requirements of the conventional weapons catch-all regulation
2. Destination (provision site) is a region other than those in Appended Table 3 of the Export Order (non-Group A) and other than those in Appended Table 3-2 of the Export Order (UN arms embargoed countries/regions) + meets the inform requirements

Under the catch-all regulation, when selling home appliances that fall under Item 16 of Appended Table 1 of the Export Order from stock to regions other than those in Appended Table 3 of the Export Order, an export license application is required because the end-user is undecided.

When Manufacturer X in Japan sells carbon fiber that falls under Item 16 of Appended Table 1 of the Export Order from stock in Taiwan, an export license application is required because the end-user is undecided.

When a company in Japan exports goods that fall under Item 16 of Appended Table 1 of the Export Order to a company or organization listed on the Foreign End-User List, an export license application is required because there is a concern about the development of weapons of mass destruction, even if it is clear that the use is for civilian purposes.

The objective requirements for the WMD catch-all regulation are detailed for goods in the "Ministerial Ordinance Specifying Cases Where Export Goods Are Likely to Be Used for the Development, etc. of Nuclear Weapons, etc." (Ministerial Ordinance on Development of Nuclear Weapons, etc.), and for technology in the "Cases Where Technology to Be Provided Is Likely to Be Used for the Development, etc. of Nuclear Weapons, etc. as Specified by the Minister of Economy, Trade and Industry in a Public Notice Pursuant to the Provisions of Article 9, Paragraph 2, Item 7(a) of the Ministerial Ordinance on Trade-Related Invisible Trade, etc." (Public Notice on Development of Nuclear Weapons, etc.).

"Objective requirements"
apply when the export goods subject to regulation are likely to be used for the development, etc. of nuclear weapons, etc., specifically when the following matters become clear through "contracts for export transactions, etc., or documents, drawings, or electromagnetic records obtained by the exporter" or "communications from the importer, end-user, or their agents". The same applies to the provision of technology.

① The export goods are used for the development, etc. of nuclear weapons, etc. or the following acts (end-use requirements)
1) Development, etc. of nuclear fuel materials, nuclear source materials, or research related to nuclear fusion 2) Development, etc. of nuclear reactors other than light-water reactors for power generation, their parts, or auxiliary equipment 3) Manufacture of heavy water 4) Processing of nuclear fuel materials, reprocessing of spent nuclear fuel 5) Development/manufacture of chemical substances, development, etc. of microorganisms/toxins, development, etc. of rockets/unmanned aerial vehicles, or research related to space, which are conducted by administrative agencies in charge of military/defense affairs, or which are clearly conducted under commission from such persons ② The

In order to properly conduct customs brokerage business, a customs broker must appoint the required number of customs specialists for each business office where customs brokerage business is conducted (Article 13 of the Customs Brokerage Act, Article 5 of the Enforcement Order). However, if the cargo handled at the relevant business office is limited to

certain types of cargo due to the conditions of the permit for the customs brokerage business, the appointment of a customs specialist is not required (proviso to Article 13 of the Act).
