Cities began in places where the conditions for survival converged.
There were markets, places of prayer, and mechanisms for defense.

However, that alone does not make a city.
When people simply gather, it is nothing more than a 'location'.

One more decisive element is required there.
Governance.

Where people gather, conflict is inevitable.
Competition for goods, unfair pricing, violence, and betrayal.
In places where desire congregates, disorder is a certainty.

Governance was born to control this.
It establishes rules, punishes violations, and sets the prerequisites for trade.

When that minimum level of trust is established, people can stay with peace of mind.

More importantly for a city, it was about creating a mechanism for collection.

Taxes, tolls, and land rents.
People gather, trade occurs, and desires move. A certain percentage is extracted from that flow.
Governance was not only a means to maintain order but also a device to keep the value created within the city from flowing out, circulating it internally instead.

Only here does the city change from a 'location' to a 'structure'.
It is not a city because people are there.
It becomes a city because there is a mechanism to manage, collect, and redistribute the flow.

Governance is not suppression, but design.
It does not stop desire; it determines the direction in which it flows.

And when this structure is born, the city advances to the next stage.
It changes from a place just for survival into a mechanism that continues to expand.

People gather, desires move, value is created, and it is collected.
Through that repetition, the city begins to take shape.

Castles are built, roads are maintained, and districts are divided.
The 'town' as a visible form appears as a result of this structure.

In other words, a town is a result, not a cause.
The essence of a city lies in the design of the flow behind it.
