What is the difference between improvement and reform?

When I see similar words, I get curious about the definition of the words and end up looking them up. It's a habit from my 10 years as a #copywriter for job advertisements. After transferring and making #businessimprovement and #DXpromotion my mission, I encountered the words improvement and reform. When I looked them up, I found that the perception of the status quo for improvement and reform was opposite.
▼ Improvement starts with affirming the status quo.
When I checked dictionaries and books, it was explained that improvement means making things better while affirming the status quo. For example, improving a #businessflow or system assumes #maintainingthestatusquo. Since it is not a fundamental review, large results are unlikely. On the other hand, because it involves fine-tuning the current flow, the probability of failure is low.
▼ Reform starts with denying the status quo.
When I looked at dictionaries and books, it said reform means creating a new system after denying the status quo. For example, when reforming a #businessflow or system, it assumes #denyingthestatusquo. If successful, the #businessflow or system is renewed, and large results can be expected. On the other hand, because it is a large-scale change, the probability of failure becomes high.
▼ Affirm or deny?
#businessimprovement and #DX projects include cases of improvement by affirming the status quo as well as cases of carrying out reform by denying the status quo. What is important is the stance of the #project. Should the goal be affirming the status quo or denying the status quo? Both have advantages and disadvantages, so there is no absolute correct answer.
I want to discuss the goal with the stakeholders and approach the #project with the same stance.
