Article 39 Emergency vehicles (fire engines, ambulances, and other vehicles specified by Cabinet Order that are being driven for such emergency duties; the same applies hereinafter) may, in addition to the cases prescribed in Article 17, Paragraph 5, and notwithstanding the provisions of Paragraph 4 of the same Article, pass by protruding all or part of the vehicle into the right side of the road when it is necessary to overtake or for other unavoidable reasons. (2) Emergency vehicles are not required to stop even in cases where they are required to stop pursuant to the provisions of laws and regulations. In such cases, they must slow down while paying attention to other traffic.

Article 40 When an emergency vehicle approaches at or near an intersection, streetcars must avoid the intersection, and vehicles (excluding emergency vehicles; the same applies hereinafter in this Article) must avoid the intersection and pull over to the left side of the road (or to the right side of the road if pulling over to the left side on a one-way road would obstruct the passage of the emergency vehicle; the same applies in the following paragraph) and stop temporarily. (2) In places other than those referred to in the preceding paragraph, when an emergency vehicle approaches, vehicles must pull over to the left side of the road and yield the right of way to it.
