The O.C.E.A.N. Project proposes an integrated, scalable, and sustainable infrastructure model that connects urban organic waste (leaf litter, food waste) with marine ecosystem restoration via phytoplankton cultivation, seawater purification, and oxygen enrichment.

By combining solar-powered floating facilities with bio-nutrient recycling (from composted materials), this system aims to regenerate coastal ecosystems, improve global fishery resources, sequester carbon, and enhance food and water security — particularly in vulnerable coastal and island nations.
