茨城県北に位置する自然豊かな街、常陸大宮市。かつてこの街には、世界最大の両生類オオサンショウウオを有する小さな小さな水族館があったーー。ある秋の日のこと、謎の巨大不明生物が久慈川を遡上して茨城県に侵入、常陸大宮市に上陸し、そのオオサンショウウオそっくりの姿を現す。パニックとなる人々を尻目に怪獣は山方地区へと進行、自衛隊が出動するがサンショウウオ由来の強靱な生命力に加え、柔軟かつ滑っこい怪獣の皮膚にはいっさいの攻撃が通用しない。もはや打つ手無しと、人々が最後の神頼みとばかりに鷲子山上神社に祈りを捧げると、伝説の巨人・三太が出現し、怪獣の前に立ちふさがる。三太が怪獣を食い止める間に、怪獣の進路から一計を案じた人々が、水族館の跡地に子供達を集め、かつてのようにミニSLを走らせると、怪獣は大人しくなり、三太に連れられ川へ帰っていった。人々は水族館がなくなった悲しみから怪獣が暴れたと考えたが、水族館の元館長の考えは少し違っていた。
「水族館があったことを忘れない事で、子供達に自然や生き物を慈しむ気持ちを持ち続けてほしかったのではと、私は思います」
真実は自然と歴史の街の、満天の星空だけが知っている。

Hitachi-Omiya City is a town rich in nature located in the north of Ibaraki Prefecture. This town once had a tiny aquarium that housed the world's largest amphibian, the giant salamander. One autumn day, a huge, mysterious, unidentified creature swam up the Kuji River and invaded Ibaraki Prefecture, landing in Hitachi-Omiya City and revealing a form that looked just like the giant salamander. The monster advances towards the Yamakata district, ignoring the panicked people. The Self-Defense Forces are mobilized, but none of their attacks work on the monster's flexible, slippery skin, in addition to the tenacious vitality inherited from the salamander. With no more options left, the people make a final pilgrimage to Washioyamakami Shrine, where they are greeted by the arrival of the legendary giant,Santa appears and stands in front of the monster. While Santa tries to stop the monster, the people come up with a plan to stop the monster's path and gather the children at the place where the aquarium used to be. They run a mini steam locomotive like they used to, and the monster calms down and is taken back to the river by Santa. The people think that the monster went wild because it was sad that the aquarium was gone, but the former director of the aquarium thinks a little differently.
"I think that by not forgetting that the aquarium existed, he wanted the children to continue to have a feeling of cherishing nature and living things."
The truth is known only under the starry sky of the city of nature and history.
