[Grandpa Saw It!] Part 1: Did you know about eMAFF?

Well, today for the first time in a while, it is a topic about the Ministry of Agriculture, Forestry and Fisheries.
Grandpa usually has a lot of material on the Ministry of Economy, Trade and Industry and the Ministry of the Environment, so when it comes to the Ministry of Agriculture, Forestry and Fisheries, I lose out to the former in terms of interest, but this time, I was curious to see Mr. Kono on BUZZ
MAFF, which I saw for the first time in a while, so I took a peek at the MAFF website.

This time, let's take a look at the Ministry of Agriculture, Forestry and Fisheries' eMAFF, which was the topic of this video.
✅ Regarding the positioning of eMAFF
Since you might not know MAFF, I will explain that it is the abbreviation for the Ministry of Agriculture, Forestry and Fisheries. Just as MOF is the Ministry of Finance, central government ministries are written with abbreviations; MAFF is the abbreviation for Ministry of Agriculture, Forestry and Fisheries.
In short, eMAFF is a project to digitize and simplify administrative procedures and make them a foundation that connects the field with the Ministry of Agriculture, Forestry and Fisheries.

○ Procedures based on laws and regulations under the jurisdiction of the Ministry of Agriculture, Forestry and Fisheries and procedures for subsidies and grants (including administrative work of local governments) covering over 3,000 items.
○ Developed as a common platform that includes procedures completed at local governments, not just procedures for the national government.
○ Consolidating data on agriculture, forestry, and fisheries administration, etc., and building a DB that enables policy formulation that fully utilizes data.
○ Considering elderly farmers who are not used to operating terminals, equipped with a proxy application function by support organizations.
○ By adopting SaaS, providing a consistent UI/UX to applicants, etc.
○ Combining eMAFF and eMAFF Maps, integrating on-site farmland information and managing it centrally, full-scale development of the Ministry of Agriculture, Forestry and Fisheries' common geographic information management system has also begun.
※ UI/UX refers to User Interface and User Experience. UI refers to elements such as screens, buttons, and icons that the user directly operates, and UX refers to the overall impression and experience the user feels when using that UI.
✅ Starting to fulfill a command tower function by using wisdom!?
Bureaucrats in central government ministries are completely starting to copy Western styles regarding methods to exert a command tower function in the standardization of administrative procedures for local governments without being swayed by the influence of politicians.
They are starting a truly clever way of doing things.
That is, they are not forcing this mechanism on each local government.
I suppose they cannot order local governments unless they amend the Local Autonomy Act. That is just Grandpa's imagination, though.
That is why Mr. Suga and Mr. Kono had a hard time during the COVID-19 pandemic.
They are not ordering local governments to use eMAFF.
They are saying it like this.

The Ministry of Agriculture, Forestry and Fisheries plans to digitize all administrative procedures and subsidy/grant applications under its jurisdiction within the 2022 fiscal year. If there are municipalities that have not started accepting applications via eMAFF despite the availability of online applications,it is expected that dissatisfaction among farmers, foresters, and fishermen residing in those municipalities will increase. Therefore, after reviewing this material, we ask for your cooperation in establishing an environment where all farmers, foresters, and fishermen can use eMAFF.

In other words, while the wording is polite, saying to municipalities, 'You don't have to accept standardization or electronic procedures' and 'This is not an order,' they are acting as a command center to ensure all municipalities have no choice but to use it, implying that if they don't comply, 'the residents will be unhappy' and 'the residents will complain.'

✅ Is eMAFF easy to use?
It is revolutionary that we no longer have to prepare documents for 3,000 administrative procedures, isn't it?
AI will likely check for document deficiencies on our behalf, anddigitizing applications is so beneficial for improving Japan's productivity that it has a hundred advantages and no disadvantages.
It seems it can be used for these kinds of administrative procedures and subsidy/grant applications!
In the second part, let's take a look at the eMAFF portal site to see if it's easy to use.
