I previously mentioned that I received about 380,000 yen for driving school fees as a skill acquisition grant under public assistance.

However, in reality, the driving school fees alone cost about 390,000 yen, which has already exceeded the 380,000 yen grant amount💸

Furthermore, from here on out,

🔹Driver's license examination fees and license issuance fees (totaling about 4,250 yen)

🔹Round-trip transportation costs to the driving school (several thousand yen x number of trips)

Since additional costs like these will be incurred, the total is expected to be nearly 400,000 yen.

So, thinking I wanted them to cover these additional costs as well, I stopped by the welfare office on my way back from driving school without calling or making an appointment🏃‍♂️💨

On this day, I had the following items that I usually carry with me:

Since I didn't have it, I asked to see the documents at the welfare office while

"I would like to explain the basis for the system and confirm the possibility of payment"

I requested this of the caseworker and explained the situation.

The grounds I focused on in my explanation are the following two points👇

📌【Grounds ①】Public Assistance Implementation Guidelines, Section 11: Expenses based on the establishment of special standards

"If a person in need of protection has special circumstances, the Minister of Health, Labour and Welfare shall establish special standards"

"Payment may be made in accordance with those standards"

This indicates that even if the skill acquisition fee exceeds 380,000 yen, additional payment is possible if there are special circumstances✨

📌【Grounds ②】Tokyo Public Assistance Operation Casebook, page 517

"If there is still a shortfall even after the head of the welfare office has certified special standards, information on the special standards can be provided to the Minister of Health, Labour and Welfare"

"For that to happen, a decision by the head of the welfare office to include the special standards is a prerequisite"

In other words, I explained that even if it is difficult for the local government to provide additional payment based on their own judgment, there is a mechanism to report it to the national government and request a response📡📝

Based on these grounds,

✅ The driving school fees alone cost about 390,000 yen, which already exceeds the 380,000 yen payment amount

✅ Including the upcoming exam fees, issuance fees, and transportation costs, the total will be nearly 400,000 yen

✅ These should also be covered within the scope of the special standards

I conveyed these points clearly🗣️

The caseworker responded,

"I will check with my supervisor and get back to you"🙇‍♀️

There was no immediate answer, but it was encouraging to have them listen to my explanation carefully😊
