多くの人はそう理解しています。
しかし、実態はもっと複雑で、すでに「ひとつの企業サービス」という枠を超え、自由主義陣営のインフラとして扱われはじめています。
OpenAIという企業の歩み
ChatGPTを開発したのは米国のOpenAI社です。
2015年に非営利団体として設立
後に「営利法人＋非営利財団」という二重構造に変更
現在はMicrosoftが大株主であり、独占的クラウドパートナー
つまり形式上は1つの企業のサービスですが、その背後には巨大な資本と政治的な文脈があります。
AIは「戦略資産」になった
米国政府や軍産複合体は 「AIの覇権＝安全保障」 と見ています。
一方、中国が独自にAIを育てているのも、思想主権の確保が目的です。
よってChatGPTは「イチ企業の製品」という範囲を超え、
自由主義陣営の戦略資産＝思想基盤と位置づけられるのです。
国際政治的に“公共財”へ
思い出してみてください。インターネットも最初は「アメリカ国防総省の実験」から始まりました。
しかし今では世界中で誰もが使う公共インフラです。
ChatGPTも同じ道を歩んでいます。
すでにWindowsやOfficeに「Copilot」として統合され、教育・研究・行政の現場にも入りはじめました。

「特定の企業のサービス」というより、国際的な公共財のような位置づけになりつつあるのです。
私の予想：ChatGPTは無償化に向かう
ここで私は、ChatGPTは近い未来に実質的に“無償化”されると予想します。
理由はシンプルです。
自由主義陣営の思想兵器である以上、使われてこそ意味がある
MicrosoftはすでにWindowsやブラウザに統合を進めており、基本機能は誰でも利用可能にして普及を加速させるでしょう
追加機能や高速処理、法人向け管理機能だけを有料化するパターンは、インターネットやGmailの歴史と同じ流れです
結論：ChatGPTは「誰のもの」か？
形式上はOpenAI社の製品です。
しかし実態としては 自由主義陣営の思想基盤であり、今後はインターネットのように「なくてはならない存在」になるでしょう。
そして近い未来には、基本機能は誰もが自由に使えるようになるはずです。
だからこそ私たちも、「便利なAIツール」という表層を超えて、
「どの陣営がその思想を握っているのか」 を意識して使う必要があります。
※それを１番感じているのは、国で利用を制限されても自由の翼としてChatGPTを利用している非自由主義陣営の方々だと思います。

AI Has Become a “Strategic Asset”
For the U.S. government and the military-industrial complex, “AI supremacy = national security.”
Likewise, China is fostering its own AI to secure ideological sovereignty.
Thus, ChatGPT has transcended the realm of being just a product.
It is increasingly positioned as a strategic asset of the free world — a foundation of thought.
From Private Service to “Global Public Good”
Recall: the Internet itself began as a U.S. Department of Defense experiment.
Yet today, it has become a public infrastructure for all of humanity.
ChatGPT is on the same path.
Already integrated into Windows and Office as “Copilot,” it is entering classrooms, research labs, and even government administration.

It is less “a corporate service” and more akin to an international public good.
My Prediction: ChatGPT Will Move Toward Free Access
I predict that in the near future, ChatGPT will become effectively free to use.
The reasons are simple:
As a “weapon of thought” for the free world, its value lies in widespread use.
Microsoft is already integrating it into Windows and browsers. To accelerate adoption, core functions will be open to all.
Only advanced features, faster processing, or enterprise management tools will remain paid.
This mirrors the history of the Internet and services like Gmail.
The Conclusion: Who “Owns” ChatGPT?
Formally, it is OpenAI’s product.
But in essence, it is becoming the ideological foundation of the free world, and like the Internet, an indispensable part of modern life.
In the near future, its core functions will likely be freely available to everyone.
That is why we must see beyond the surface of “a convenient AI tool” and instead ask:
Which side controls the ideology behind it?
Perhaps those who feel this most keenly are in non-free regimes, where even under restrictions, they still reach for ChatGPT as a wing of freedom.
