Resolution
International Conference: “Commemorating the 100th Anniversary of the Founding of the Inner Mongolian People’s Party”
Hosted by Inner Mongolian People’s Party
Japanese Parliament, Tokyo
October 1, 2025
Preamble
We, the participants of the International Conference convened in Tokyo at the Japanese Parliament on October 1, 2025 to commemorate the 100th anniversary of the founding of the Inner Mongolian People’s Party,
• Acknowledging that the current Inner Mongolian People’s Party, led by Mr. Khuvisgalt Khereid, is the sole legitimate successor of this century-long organization and the inheritor of its mission for freedom and independence,
• Recalling the historic role of the Inner Mongolian People’s Party, established in 1925, as the foremost political force to lead the Southern Mongolian people’s struggle for freedom, dignity, and independence,
• Recognizing the unbroken century-long resistance of the Southern Mongolian people, who have never ceased their aspiration for national liberation despite the most horrendous persecution, including the large-scale genocide campaign carried out from the late 1960s through the early 1970s,
• Affirming that national independence is the highest and most secure form of protection for freedom, human rights, and human dignity for all occupied peoples,
• Conscious that the Chinese colonial regime has sought to erase Mongolian identity through language eradication, destruction of nomadic culture, political repression, and economic exploitation, yet acknowledging that these efforts have failed to extinguish the Southern Mongolian spirit,
• Realizing that the Chinese regime and colonial occupation are in their final stage, and that their eventual collapse is inevitable,
• Emphasizing that the Southern Mongolian cause is inseparable from the struggles of other occupied and oppressed peoples, including Tibetans, Uyghurs, Hong Kongers, and even Chinese citizens themselves who resist authoritarian rule,
• Reaffirming the unity of the greater Mongolian nation including Southern Mongolians, Buriats, Kalmyks, Tuvans, and Hazaras who share a common ancestry, heritage, language, culture, and suffering,
• Recognizing the special responsibility of the independent and democratic State of Mongolia to support the Southern Mongolian people’s legitimate struggle for national freedom and independence,
Resolution
1. Honors the legacy of the Inner Mongolian People’s Party and the countless martyrs and survivors who have carried forward the torch of national resistance for one hundred years.
2. Reaffirms that Southern Mongolian independence is the only viable path for the survival and flourishing of the Mongolian people under colonial rule.
3. Commits to passing the torch of the struggle for independence to the next generation of Southern Mongolians, ensuring that the cause of national liberation continues until victory.
4. Declares that the collapse of Chinese colonial occupation is inevitable and calls on Southern Mongolians to prepare for the restoration of their independent nation.
5. Calls upon all oppressed peoples including Tibetans, Uyghurs, Hong Kongers, and Chinese to stand in solidarity against the authoritarian regime in Beijing.
6. Rallies all members of the Mongolian nation including Southern Mongolians, Buriats, Kalmyks, Tuvans, and Hazaras to unite as one people in pursuit of common freedom and dignity.
7. Urges the democratic State of Mongolia to take up its responsibility as an independent Mongolian nation to support the just and legitimate struggle of Southern Mongolians for national freedom and independence.
8. Appeals to the international community, civil society, and democratic governments to stand with the Southern Mongolian people, ensuring that their voices are heard and their rights to self-determination are respected.
