ミツバチと人間：2023年8月21日（月）

【要旨】
「ミツバチが地球上から消えると人類は滅亡する」との警鐘が2008年の映画『ハプニング』以降広まり，蜂群崩壊症候群（CCD）が世界各地で観察されている。原因は不明だが，ネオニコチノイド系農薬の神経毒性と残留性が一因とされる。日本でも昆虫減少により果樹の受粉が困難となり，養蜂による対策が進んでいる。欧州委員会は予防原則に基づき，2013年に一部農薬を規制し，2018年には使用禁止とした。日本政府も科学的知見が揃わなくても，予防原則に基づき迅速な対応が求められる。

【本文】
「地球上からミツバチが消え去ったら，人類はやがて滅亡するだろう」という話が，今から15-6年前頃からよく聴くようになった。2008年のアメリカ映画の『ハプニング』でこの問題が取り上げられてからのことである。

　ミツバチにおける蜂群崩壊症候群（CCD）が世界各地で観察されるようになった。その原因は現時点では不明であるが，このうちの一つの仮説として，ネオニコチノイド系農薬の神経毒性と残留性による影響とするものが指摘されている。

　日本でも農薬の影響等で昆虫が少なくなり，リンゴやイチゴなどの果樹の交配が難しくなり，果樹園農家ではその代替策として移動養蜂家を頼みにするようになったり，果樹園農家みずからが養蜂を営むようになった。私の実家でもイチゴ栽培のために養蜂を行い，自宅で蜂蜜を採取していた。

　ネオニコチノイド系農薬は果樹栽培で害虫によく効き，長く（残留性があるため）効くとして使用されてきた。2013年時点では，これとミツバチの大量死と直接的な因果関係が科学的に完全に検証されたわけではなかったが，欧州委員会がネオニコチノイド系農薬のうち，イミダクロプリド，クロチアニジン，チアメトキサムの3種類の物質と類似物質のフィプロニルの使用を予防原則に基づき暫定的に規制した。欧州委員会は，2018年に科学的知見に基づき，その3種類の物質の使用を禁止した。

　日本政府も，科学的知見を確立するためのデータ検証が揃わなくても，本件については予防原則に基づき素早く対応して欲しいと考える。

Summary
The warning that “if honeybees disappear from the Earth, humanity will eventually perish” has become widely known since around 2008, following the release of the American film The Happening. Since then, Colony Collapse Disorder (CCD) has been observed globally. While its exact cause remains unknown, one hypothesis points to the neurotoxicity and persistence of neonicotinoid pesticides. In Japan, the decline in insect populations has made pollination of fruit crops like apples and strawberries difficult, prompting farmers to rely on migratory beekeepers or take up beekeeping themselves. The European Commission, applying the precautionary principle, temporarily restricted certain neonicotinoids in 2013 and banned them in 2018. The Japanese government is urged to respond swiftly under the same principle, even without complete scientific data.

The notion that "if the bee disappeared off the surface of the globe, then man would only have four years of life left" has been a common narrative for about 15 to 16 years now. This discussion emerged following its portrayal in the 2008 American film "The Happening."

The phenomenon of Colony Collapse Disorder(CCD) among bees began to be observed in various parts of the world. While the exact cause remains uncertain at this point, one hypothesis suggests the impact of neurotoxicity and persistence of neonicotinoid pesticides.

In Japan as well, the decline of insects due to pesticide effects has made insect-pollinated fruit tree crossbreeding, such as apples and strawberries, more difficult. As an alternative measure, orchard farmers have started to rely on migratory beekeepers or have taken up beekeeping themselves. Even in my own family, beekeeping was carried out for strawberry cultivation, and honey was collected at home.

Neonicotinoid pesticides have been effective against pests in fruit tree cultivation and have been used for their prolonged (persistent) effects. As of 2013, although a direct causal relationship between these pesticides and mass bee deaths had not been scientifically confirmed, the European Commission provisionally regulated the use of three neonicotinoid substances – imidacloprid, clothianidin, and thiamethoxam – and a similar substance, fipronil, based on precautionary principles. In 2018, the European Commission banned the use of these three substances based on scientific evidence.

The Japanese government also hopes for prompt actions based on precautionary principles concerning this matter, even before comprehensive data verification to establish scientific understanding is obtained.
