The Ministry of Health, Labour and Welfare has announced that, in order to respond to inquiries regarding the "Subsidy for Leave Due to Elementary School Closures, etc.," it will establish "Special Consultation Counters for the Subsidy for Leave Due to Elementary School Closures, etc." at prefectural labor bureaus nationwide from November 24 to December 28, 2020.

The "Subsidy for Leave Due to Elementary School Closures, etc." is provided to companies that grant paid leave (excluding annual paid leave) to employees who are parents of children attending elementary schools, etc., that have temporarily closed as a measure to prevent the spread of COVID-19, in order to compensate for the loss of income resulting from the employee's leave, regardless of whether they are regular or non-regular employees.

The application deadline for leave taken between February 27 and September 30 of this year is approaching on December 28 (must be received by this date), so if you are considering applying for leave during this period, you need to take prompt action, such as consulting with the consultation counters.

Note that the application deadline for leave taken between October 1 and December 31 of this year is March 31, 2021.

The Ministry of Health, Labour and Welfare states that it will once again publicize the purpose and usage of this subsidy, and will continue to respond to inquiries from workers and business owners through the consultation counters.

✅ Subsidy Eligibility

Business owners who granted paid (full wage paid) leave (excluding annual paid leave under the Labor Standards Act) to workers who needed to take care of their children as parents, where the children attend elementary schools, etc., that were temporarily closed, etc., as a response to COVID-19 between February 27 and December 31, 2020.

✅ Usage and Application Deadlines

・ The application deadline for leave taken between February 27 and September 30, 2020, is December 28.
※ The application deadline for leave taken between October 1 and December 31, 2020, is March 31, 2021.
・ The subsidy amount is the equivalent of the wages paid to the eligible worker who took special leave × 10/10 (*).
※ Daily limit: 15,000 yen (8,330 yen for leave taken up to March 31, 2020)
・ This subsidy also applies to cases where leave was initially processed as absence or annual paid leave but was retroactively converted to special leave.

① Children attending elementary schools, etc., that were temporarily closed, etc., as a response to COVID-19
What is "temporary closure, etc."
・ This applies when an elementary school, etc., has temporarily closed as a response to COVID-19, or when there has been a request from a local government, after-school children's club, nursery school, etc., to refrain from using the facility.
Note that cases where the parent decided to keep the child home on their own initiative are not eligible.
※ However, cases where the school principal has recognized that the child does not need to attend due to COVID-19 are eligible.

What are "elementary schools, etc."
・ Elementary schools, early stages of compulsory education schools, miscellaneous schools (limited to those with courses similar to kindergarten or elementary school courses), special needs schools (all departments) ※ For children with disabilities, this also includes junior high schools, later stages of compulsory education schools, high schools, and miscellaneous schools (courses similar to high school courses).
・ After-school children's clubs, after-school day services
・ Kindergartens, nursery schools, certified centers for early childhood education and care, non-licensed childcare facilities, home-based childcare businesses, etc., businesses that provide temporary childcare for children, facilities that provide day services for children with disabilities, etc.

② Children who need to be absent from elementary school, etc. (*), such as children infected with COVID-19
・ Children infected with COVID-19
・ Children suspected of being infected with COVID-19 (cold symptoms such as fever, close contacts), etc.
※ In the case of schools, this refers to instances where the school principal has suspended attendance or recognized that the child does not need to attend.

③ Eligible parents
・ This applies to those who have parental authority, legal guardians of minors, or other persons (foster parents, grandparents, etc.) who are actually caring for the child.
