✅ Habitual Latecomer (Problem Employee)
The person who is late may think, "It's probably fine to be a little late", and may not be reflecting on their actions at all. Also, some employees might try to cover up their lateness by making excuses like "I got stuck in traffic" or "I suddenly had a stomach ache."
In a company where lateness has become habitual like this, workplace morale declines, and other employees may start to think, "It's probably fine to be a little late," or "If that person is late, it doesn't matter if I'm late too," leading to more problematic employees.
Being late means you are not providing labor, which constitutes a breach of contract. The company must show a stance that it will not tolerate lateness by taking disciplinary action against employees who are late.

✅ Disciplinary Action Methods
For those who are late, there is a method of cutting wages for the time they were late (salary reduction). The Labor Standards Act has a principle called "no work, no pay," which states that if an employee does not work, there is no obligation to pay wages for those working hours. Therefore, cutting wages for the time not worked does not constitute a disadvantageous change.
However, when establishing a disciplinary salary reduction, the amount for a single instance must not exceed half of one day's average wage, and the total amount must not exceed one-tenth of the total wages for one wage payment period (Article 91 of the Labor Standards Act). This is prohibited by the Labor Standards Act because excessive salary reductions would threaten the employee's livelihood.
✅ Regarding Work Rules Provisions
When disciplining someone who is late, provisions for "disciplinary action regarding lateness" are required in the work rules.
Without unified rules for taking disciplinary action, it will become a source of trouble.
If there are no such provisions in the work rules, they must be reviewed immediately.
