「フランス内閣4日に不信任投票」にみるフランス政治の問題点

フランスの選挙は「議会選挙」と「大統領選挙」に分かれる。それぞれ首相と大統領を選出する選挙であり、大統領は外交や軍事を担当し、首相は内政を担う。
「議会選挙」は、日本の衆議院選挙に似ており、通常、過半数以上の議席を獲得した政党(最大議席獲得政党)のトップが首相に選ばれる。これは、大統領が首相を任命する権限を持っており、民意を反映するために最大議席獲得政党の代表を選ぶ傾向があるためである。ただし、特殊な事情、例えばどの政党も過半数に届かず議会の勢力が拮抗している場合(絶対的な多数政党が不在の場合)には、大統領が最大議席獲得政党以外の人物を首相に任命することもある。このような状況をコアビタシオンと呼ぶ。こうした強力な大統領権限への対抗として、下院には首相への不信任決議権や内閣の解散を求める権限が与えられている。
「大統領選挙」は、国民から最も多くの支持(得票)を得た候補が選ばれる仕組みであり、候補者が所属する政党の規模やイデオロギーには直接関係がない。実際、現職のマクロン大統領は左派でも右派でもない中道の小規模政党の出身である。ただし、既存の大規模政党(右派や左派など)が国民の民意を広く反映している場合、それらの政党に所属するほうが大統領に選ばれる可能性が高くなる傾向がある。

フランス国民議会で12月4日、バルニエ内閣の不信任決議案の採決が予定されています。この決議案は、極右政党・国民連合(RN)と左派連合「新人民戦線」が共闘する形で提出されており、内閣が倒れる可能性が高まっています。不信任案の背景には、政府が2025年度予算案の一部を議会採決を経ずに成立させる憲法特例を行使したことがあり、これに対して野党が強く反発しています。
現内閣を支える連立与党は少数派であり、RNが重要なキャスティングボートを握っています。もし不信任案が可決されれば、バルニエ首相の在任期間は歴史的に最短となり、政府は崩壊します。その場合、首相は暫定的に閣僚を留任させ、政府機関の閉鎖を防ぐための緊急立法を進めることになりますが、経済や金融市場への影響は避けられません。既にフランス10年国債の利回りは上昇しており、ドイツ国債との利回りスプレッドは2012年以来の高水準に達しています。
経済・財務相は、政府崩壊がフランス経済全体に深刻な痛みをもたらすと警告し、緊急立法では徴税や最低限の支出は確保できるものの、優先分野への追加支出は困難になると述べています。また、新首相の任命が必要となりますが、絶対多数政党が不在の「ハングパーラメント」の中で、適任者を選ぶことは容易ではありません。さらに、議会の再解散は2025年7月以降でないと憲法上認められず、政治的混乱が長期化する可能性があります。
マクロン大統領は内閣が不信任を乗り切れると自信を示しつつも、内閣崩壊後の対応に備える必要があります。一方、ルペン氏を中心とするRNは不信任案の可決を通じて、マクロン氏に対する圧力を強め、次期大統領選を視野に入れた動きを続けています。この状況は、フランスの政治的不安定さと経済的影響をさらに深める要因となっています。

The French National Assembly is set to vote on a no-confidence motion against the Barnier Cabinet on December 4. This motion, jointly proposed by the far-right National Rally (RN) and the left-wing coalition "New Popular Front," has heightened the likelihood of the Cabinet's collapse. The motion stems from the government’s invocation of a constitutional provision to pass part of the 2025 budget without parliamentary approval, which has drawn strong opposition from the opposition parties.
The ruling coalition supporting the current Cabinet holds a minority in the Assembly, giving the RN a crucial role as a kingmaker. If the no-confidence motion passes, Prime Minister Barnier's tenure would become the shortest in French history, and the government would collapse. In such a scenario, the Prime Minister would temporarily retain ministers to form an interim government, enacting emergency legislation to prevent government shutdowns. Additionally, appointing a new Prime Minister would be necessary, but in a "hung parliament" with no absolute majority, finding a suitable candidate would be challenging. Furthermore, dissolving the Assembly for another election would not be constitutionally permissible until July 2025, potentially prolonging political instability.
President Macron has expressed confidence that the Cabinet will survive the no-confidence vote but must also prepare for the potential fallout. Meanwhile, RN, led by Marine Le Pen, is leveraging the motion to increase pressure on Macron and positioning itself strategically for the next presidential election. This situation underscores the deepening political instability and economic ramifications facing France.
