Even in that case, it seems that it is not common to put a "/" between [Time] and [Rate] as in this example.
Nevertheless, looking at actual notation examples, I cannot help but feel alack of awarenessregarding the original meaning of this symbol, "per" (= for each, per), and I feel like I can't say it properly respects its role😖
There is a unit "km/h" when expressing speed in [kilometers per hour], but you have never seen it written as "h/km"🙅, right?
Or perhaps more flexibly, is it more appropriate to interpret it not as "how much for how many minutes parked" but as "how many minutes can you park for how much money" --- ???

In the city, examples like this where you think "Why on earth would you dare to reverse it?😎" are seen from time to time.
Regarding this [notation order], it is the de facto "majority"so I can no longer say "isn't it wrong?", but this was a story about "noticing" that once you put a "/" in, it's already...💡

The conscientious side of the [price discrimination] concept in economics: wanting to have people use the space even at a lower price because it's a waste to leave it 'empty' during off-peak hours --- that perspective is not evident here 😢
