In every industry, there is something called an 'off-season.' For the general consumer (who doesn't work in manufacturing), there may be more 'waves' than one might imagine. Therefore, it is fine to just say, 'Oh, I see, is that so?' To give a simple example, heating appliances like household stoves are only in demand during the winter, so it is easy to imagine that 'they aren't being manufactured at the same pace throughout the year.' Similarly, it is easy to understand that
clothing factories also have seasonal fluctuations.
During that 'off-season.'
Is it the time when it's cheapest for the factory to make things??? 🙄
Is that... because raw materials become cheaper?

If the factory is stuck with idle machinery during the 'off-season' or cannot lay off (or temporarily furlough) workers because they are employed year-round, it would be a 'waste,' so it is actually appreciated by the manufacturer to receive work (even if the selling price is low) in order to utilize those resources.
You must not confuse this with the 'structure' of that argument. 🙅
