It all started with my own stupidity.
I made a mistake on my tax return.
My national health insurance premiums became a disaster, and money was being deducted from my account one after another every month.
Demand notices for resident tax kept arriving.
Even though I filed an amended return, it wasn't reflected, and the tax office and city hall just blamed each other.
I don't care about that, can you just give it back already?
The cause was finally identified.
Even so, the city hall absolutely refuses to apologize, saying it wasn't a "mistake." Well, that's fine, I guess.
The city hall entered the corrected information by October 11th.
Someday, the overpaid insurance premiums should be refunded, and the resident tax payment slip with the correct amount should arrive, probably... though who knows.
You could even add interest, you know.
On the morning of Thursday, October 17th, it arrived: a notice and the "National Health Insurance Premium Decision or Correction Notice."
I did it.

It said, "We will send you a Notice of Refund/Appropriation of Overpaid Taxes at a later date."
In reality, I still have to wait.
First, I checked the Correction Notice.
There, I saw the unfamiliar words "50% National Subsidy."
What does that mean? I searched for it.

Susumu (pseudonym, second son) has been in a separate household since he started living alone.
Yumi (pseudonym, eldest daughter) separated her family register herself when I divorced my ex-husband H, saying, "I can't stand being left in my father's family register for even a single moment."
Currently, it's a two-person household consisting of Osamu (pseudonym, eldest son) and me, the head of the household.
As for Osamu, he has prioritized securing time for his hobbies and has been working part-time for years.
It wasn't until this September that he increased his working hours and joined social insurance.
In other words, the basis for calculating the insurance premium is Osamu's "pittance" and my "zero income because I'm unemployed."
Whoa, a 50% reduction?
That's a huge decrease!!

Wait, Osamu's income has increased since September.
That means my national health insurance premium will go up next year, tears...
If I separate my household from Osamu, it will be a one-person household with me having zero income.
Couldn't I reduce next year's national health insurance premium even more?
Or maybe it would be exempted?
Counting my chickens before they hatch, I think, "I should have separated my household from Osamu when I submitted the divorce papers."
I also considered joining the social insurance of Yumi, Osamu, or Susumu.
They could also get a dependent deduction, so it would be a win-win... wait, no.
I wouldn't be able to receive unemployment insurance.
The world isn't that easy.
On Monday, 10/21, the corrected resident tax decision notice arrived.
With this, I can finally cut ties with the demand notices.
You're welcome to apologize, saying, "Sorry for sending you demand notices so many times."
On Thursday, 10/31, I finally received a formal-looking document called "National Health Insurance Premium Refund/Appropriation Notice," a form called "National Health Insurance Premium Refund Request Form," and a return envelope.
The content was: "We will offset the already paid national health insurance premiums with this fiscal year's (until next March) national health insurance premiums and refund the rest, so please request it."

They have so many demands: write it by hand, it takes about 20 days, and although it's not mandatory, please enclose a copy of your bankbook or cash card.
Well then, pay me back with interest.
I've been waiting for a long time, hmph.
I mailed it the same day.
By the way, I wonder if the city hall has worked out any measures to prevent recurrence so that they "don't overlook mistakes"?
