Non-performing loans increase in Cambodia, establishment of collection agency approved
In March 2026, news was reported that the Central Bank of Cambodia had approved the establishment of a non-performing loan collection agency.

1. This is not just an 'economic downturn'
At first glance, this appears to be typical news about an increase in non-performing loans in an emerging market.
However, what is noteworthy is not the amount, but the fact that the establishment of a specialized collection agency has been approved.
Financial institutions usually require external collection agencies only after going through the following stages:
Increase in arrears -> Prolonged collection -> Increase in loan loss provisions -> Limits of in-house collection -> External processing
This news suggests that we may be reaching the 'latter half' of this process. At this stage, the actual situation becomes difficult to see through superficial collection rates or single-year profit and loss alone.
2. Non-performing loans 'appear to increase suddenly'
Non-performing loans may seem to have surged from a certain point, but in reality, changes such as an increase in arrears, prolonged collection times, and the expansion of outsourcing have been accumulating before that.
In Cambodia, too, the decline in tourism and the impact of border disputes have been reported in recent years, and the economic environment is not in a situation to be optimistic. *While these are not directly pointed out in this article, they are points often cited as background.
The fact that this kind of news emerges at a stage where the processing system itself has to be changed is how it should be read from a structural perspective.
3. This is a sign of 'adjustment,' not a 'crisis'
Reading this far, you might feel that this is a quite dangerous situation.
However, the establishment of a collection agency does not necessarily mean a financial crisis. Rather, it can be read as an attempt to bring problems to the surface and deal with them.
What is truly dangerous is when non-performing loans are increasing but there is no system for processing them.
∙ Banks hide problems ∙ No provisions are set aside ∙ Problems are postponed through re-lending ∙ Things appear stable on the surface
This time, it is the opposite; it is the stage where a system has begun to be created. In Japan, the servicer system and non-performing loan disposal organizations were developed in this context. The creation of a system itself is not abnormal; rather, a state without a system is more dangerous.
4. What to look at is the 'design of processing,' not the 'amount'
When reading financial movements, eyes tend to focus on NPL ratios and loan losses. However, what is practically important is how the processing is designed.
∙ Is it being handled by in-house collection? ∙ Is outsourcing/selling increasing? ∙ Are specialized agencies and legal systems in place?
This news falls exactly into this category. It is a sign of deterioration, but at the same time, it is a sign that it is being brought under control.
You don't need to know this to get by in life, but knowing it changes how you read the same news. This is one such example.
